- Marking and bar code labeling instructions for vendors. This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisitions Procedures, as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the National Weather Service (NWS) intend to solicit for purchase of 50 each, Compressor, DIELECTRIC P/N 32116 or GAST P/N ROA-P209-DB. These items are being purchased for the National Weather Service/NEXRAD radar program, to be delivered to the National Logistics Support Center, Kansas City, MO. This item supports the National Weather Service (NWS) spare parts program. The NAICS code for this action is 335999. The Government may require first article testing under this requirement. The NWS special packaging/marking requirement will be applicable. Any small business sources, able to provide the exact make and model of the equipment reference herein is encouraged to respond to this announcement. Delivery will be on a FOB Destination Basis. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written RFQ will not be issued. This notice is hereby issued as RFQ No. NWWA12001150384KLC. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. The FAR clauses incorporated into this acquisition shall be the following: 52.212-4 Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Sections 4, 9, 19, 20, 21, 22, 23, 25, 31, 32, 35, and 40). The FAR provisions incorporated into this acquisition by reference are as follows: 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, and 52.247-35 F.O.B. Destination, within Consignee's Premises. CAR clauses include the following: 1352.201-70-Contracting Officer's Authority, 1352.209-73-Compliance with the Laws, 1352.209-74-Organizational Conflict of Interest, 1352.233-70-Agency Protests, 1352.233-71-GAS and Court of Federal Claims protests, and 1352.246-70. The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforming to the RFQ meets or exceeds the RFQ requirements. This is a firm-fixed solicitation. All contractors doing business with the Eastern Region Acquisition Division-Kansas City (ERAD-KC) must be registered with the Central Contractor Registry (CCR). Quotes must be received on or before 3:00 PM CST, January 14, 2011. Quotes may be faxed to 816-274-6952 ATTN: Karen Christian. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. Delivery Schedule. Provide a delivery schedule for the equipment. 2. Completed price schedule for the line item identified in this notice. This is a firm-fixed price request. 3. Completed copy of FAR 52.212-3 Representations & Certifications-Commercial items or certification of registration with the Online Representations & Certifications Application (ORCA) database. NSN: 4310-01-301-3905 ASN: R400-6MP1 Quantity: 50 each Unit Price: tiny_mce_marker________ Total Amount: tiny_mce_marker________ SPECIAL PACKAGING REQUIREMENT: Bar code label each item with National Stock No. (NSN), Agency Stock No. (ASN) and description of item shall be in accordance with the NLSC special packaging/marking requirement. Bar code label each item with National Stock No. (NSN), Agency Stock No. (ASN) & description of item. This requirement is the sole responsibility of the vendor. If items ordered are shipped without labels, the shipment will be rejected back to the vendor for non-compliance with the terms and conditions under the purchase order. A copy of NLSC instructions for Marking and Bar Coding Supplies for shipment to NLSC is attached to this solicitation. FOB Destination Basis. INSPECTION AND ACCEPTANCE Inspection and acceptance will be performed at the U.S. Department of Commerce/NWS/National Reconditioning Center, 1520 East Bannister Road, Kansas City, MO 64131.
