- This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Title Evidence Services for Mississippi River Pool No. 22, Site 5a & 5b, Pike County, Illinois. The work to be done under consists of furnishing and delivering Owner's Guarantee (insurance) Policies or Certificates of Title and COntinuations thereof in the form of preliminary, interim or final policies, certificates of title interim binders, or endorsements. The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with David Little Attorney At Law, 3915 Maine Street, Ste 4, Quincy, Illinois 62305-5843. The NAICS code for this procurement is 541191 with a size standard not to exceed $7.0M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
