- Request for Information: Courier Services for the Transportation of Laboratory Specimens THE PURPOSE OF THIS RFI IS SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE SOLICITATION. The Veterans Affairs ("VA") Great Lakes Acquisition Center ("GLAC") requests your response to this Request for Information ("RFI") for VISN 12 wide Courier Services for the transportation of Laboratory specimens. The VA's VISN 12 current courier services are being provided under a Reference Laboratory contract that is due to expire this spring. The VA recognizes a continued need for these services and wishes to determine whether any small businesses have current capability to perform these services. Purpose of the contract: The purpose of the contract is to provide VISN 12 medical facilities timely laboratory specimen transportation to the designated locations. Scope or mission of the contract: The mission of this contract is to provide the safe and timely transportation of laboratory specimens to and from VISN 12 Medical facilities in accordance with the draft statement of work in Attachment A. The scope of the contract is to provide laboratory specimen transportation on the 44 courier routes identified in Attachment B (Courier Routes) within the requested timeframe. Of utmost importance is the contractor's CURRENT ability to comply with: 1) all local, state, and federal transportation regulations for the transporting of Hazard Material Class 6, Division 6.2, as defined in 49 CFR Part 173.134; and 2) VA Information and Information Security/Privacy Requirements (as outlined below). No ramp-up time for a small business to bring itself into compliance with these requirements will be provided under the contract. Place and period of performance: Courier services are to be provided for the entire area of VISN 12. VISN 12 service area consists of the whole state of Wisconsin, upper Michigan, northern Illinois, and eastern Indiana. The contract is anticipated to have a one (1) year base period with four (4) option years. Background: The Pathology and Laboratory Medicine Services (PaLMS) has developed a system of delivery schedules and times to ensure laboratory specimen integrity and adequate turn-around times. Attachment B (Courier Routes) provides the locations and schedules necessary to meet VISN 12's requirements. The VA envisions a system where the contractor will provide the scheduled pick-up of laboratory specimens and deliver the specimens to the designated VA Medical Center or VA Hospital within the required timeframe. Any information provided in response to this Request for Information will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected. Responses to this Request for Information are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. Attachment A is the DRAFT Statement of Work. Please provide any comments you have on this DRAFT document. Of particular interest is any specification or requirement that may preclude you from bidding on the forthcoming Solicitation. The VA does not represent that any specific comment or suggestion made by you will be incorporated into the final Solicitation. The VA is gathering your comments and suggestions for review, but ultimately a decision regarding the requirements contained in the final Solicitation is held strictly within the discretion of the Department. Additionally, the VA requests responses to the following questions: 1.Is your company and drivers trained to handle and transport bio-hazardous material (i.e. patient specimens)? 2.Does your company currently comply with the Department of Veteran Affairs VAAR Clause 852.273-75 entitled "SECURITY REQUIREMENTS FOR UNCLASSIFIED INFORMATION TECHNOLOGY RESOURCES (Interim - October 2008) a)The contractor and their personnel shall be subject to the same Federal laws, regulations, standards, and VA policies as VA personnel regarding information and information system security. These include, but are not limited to Federal Security Management Act (FISMA), Appendix III of OMB Circular A-130, and guidance and standards available from the Department of Commerce's National Institute of Standards & Technology (NIST). This also includes the use of common security configurations available from NIST's Web site at: http://checklists.nist.gov. b)To ensure that appropriate security controls are in place, contractors must follow the procedures set forth in "VA Information and Information Security/Privacy Requirements for IT Contracts" located at the following Web site: http://www.iprm.oit.va.gov/docs/Security_and_Privacy_Requirements_for_IT_Contracts_Attachment.pdf [formerly- http://iprm.oit.va.gov]. The VA requests that you limit your response to no more than 10 pages. Do not incorporate product brochures unless you find it necessary to address a specific issue you take with the DRAFT Scope of Work. Per FAR 52.215-3, the GLAC draws your attention to the following provision: REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This request for information is issued for the purpose of gathering information regarding the medical specimen courier industry and to request comments on the attached DRAFT solicitation. Comments received may be used to review and revise the DRAFT Solicitation when developing the final forthcoming Solicitation. Responses must be received no later than 3:00 CST, January 13, 2011. Request for Information responses received after the time and date specified may not be considered in the final Solicitation.
