- Solicitation The Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to award a non-competitive, commercial item contract to Innovative Technologies, Inc. in accordance with 41 USC 253 (c) (1), other than full and open competition pursuant to FAR 6.302-1(a)(2)(ii), "only one responsible source and no other supplies or services will satisfy the governments requirements. Innovative Technologies, Inc., is the only firm capable of meeting BBG's requirement for providing the continued development and use of their proprietary software support and enhancement of Voice of America radio traffic and television scheduall systems. A Firm-Fixed Price Commercial Item contract will be awarded for a performance period of one year. Interested firms or persons may however, identify their interest and capability to the below stated Contracting Officer. All such proposals for consideration must be received by the Government by 2:00 PM Eastern Daylight Time (EDT) on September 27, 2011. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms shall submit only hard copy documentation as electronic correspondence (i.e. email and FAX) will not be accepted.
