Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to NETZSCH Instruments N.A. LLC, P.O. Box 995, Huntersville, NC 28070-0995 for a gas analytical system. The evaluations conducted by ERDC require the gas analytical system (mass spectrometer) to be in new condition, constructed to current military specifications, and compatible with existing systems. The NETZSCH Mass Spectrometer is the only instrument that has been designed to be incorporated to the NETZSCH instrument with integrated software and hardware platform that meets all of the required specifications. NETZSCH, Inc. is currently the only vendor in the United States producing the gas analytical system (mass spectrometer) compatible with the current NETZSCH Thermo gravimetric Analysis Unit used by the Engineer Research and Development Center. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), which permits contracting officers to solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This is not a request from competitive proposals and no solicitation is available. However, all responsible sources may submit a capability statement, proposal, or quotation to Deberay Carmichael via email at Deberay.R.Carmichael@usace.army.mil by 5:00 P.M. CST, Thursday, January 13, 2011. Only information submitted that provides evidence of compatibility with the NETZSCH Thermo-gravimetric Analysis Unit will be considered. Specifications: *6.846.4-00.0.00 gas analytical system OMS 403 C Aeolos, mass 1 -300 amu, 115/230 V, 50160 Hz, transfer line 2.0 m included, max. temperature 300 C, heated via MS system, single-stage heated gas inlet for quartz capillary, high-vacuum pumping system with turbomolecular drag pump and oil free diaphragm pump, programming and control unit for data acquisition and processor of max. 64 measuring channels (mass and mass ranges resp.) software for qualitative gas analysis with output possibilities of analogous and bargraph spectra as well as a function of time (prerequisite: MS Windows 2000/Xp Prof) A 1 IHYO/680. Fx add-on package for the coupling of the TG 209 F1 and STA 449 F1/F3 1 DSC 404 F1/Fe with the OMS 403 C Molos, consisting of connection cables and program sequences for the processing module of the Aeolos software, enabling a triggered start and stop as well as the transfer of the temperature signal into the Aeolos software NGB808693 NIST 08 Mass Spectrometer Library with 220460 electron ionization spectra of 192108 compounds.
