Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA1351-11-RQ0201. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 517110 Wired Telecommunications Carriers. The small business size standard is 1500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 0001 install SIP trunk and Base Period - monthly telephone service, CLIN 1001 Option Period I - Monthly telephone service, CLIN 2001 Option Period II - Monthly telephone service, CLIN 3001 Option Period III Monthly telephone service, CLIN 4001 Option Period IV - Monthly telephone service. (VI)Description of requirements is as follows: The Bureau of Industry and Security's Western Regional Office will be relocating the entire office and requires a voice SIP trunk to access local dial tone. The contractor shall provide a voice SIP trunk to connect with the existing Allworks IP PBX. The circuit will be used for local long distance calling with a minimum of 12 inbound and outbound call paths to include caller ID with name and 20 Direct Inward Dialed (DID) numbers. Monthly telephone service is required after installation of the SIP trunk. (VII)Delivery shall be FOB destination and 30 to 45 days after receipt of award to include telephone service from March 1, 2011 through February 28, 2012 and four one year option periods. Place of performance is Bureau of Industry and Security located at 2302 Martin St, Suite 330, Irvine, CA 92612. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide: (1) product information, (2) proposed installation schedule, (3) insurance certificate, (4) Representations and Certifications (annual). (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: (1) Technical Capability and the contractors approach to performing contract requirements, (2) installation schedule, and (3) Price. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Technical capability and timely installation; when combined are equal to price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Oct 2010) with its quote. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov.
