Description
THIS IS A MARKET SURVEY AND NOT A REQUEST FOR PROPOSAL. RESPONSES SHALL BE USED FOR PLANNING PURPOSES ONLY AND SHALL NOT COMMIT THE NIH TO ISSUE A SOLICITATION FOR THIS REQUIREMENT. IT IS ANTICIPATED THAT A SOLICITATION BASED ON THE OUTCOME OF THIS MARKET SURVEY WILL BE PUBLISHED AND THAT A SUBSEQUENT FIRM FIXED PRICE CONTRACT FROM THE SOLICITATON WILL BE AWARDED IN 2011. The National Institutes of Health (NIH), Department of Health and Human Services (HHS) expects to require Program of Requirement services for various construction, renovation, and repair of buildings and infrastructure projects within the following locations: NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various rental facilities, Bethesda, Rockville, and Baltimore, MD; and other campuses and leased facilities located throughout the United States. NIH plans to enter into architect-engineering, indefinite-delivery/indefinite-quantity (IDIQ) contract, for Master Planning and Program of Requirement (POR) services to include but shall not be limited to Office/Public Space Facilities, Health Care Facilities, Laboratory Facilities, Animal Care Facilities, and Mechanical/Electrical/Plumbing /Special Utilities/Central Utilities Plant Facilities. All interested 8(a) firms responding to this Sources Sought notice shall state their 8(a) certification date with the Small Business Administration. Hub-Zone small business firms responding must provide proof of their Hub-Zone status. Responses should include: (1) Company name and address; (2) Point of Contact including telephone/e-mail; (3) current bonding capacity; (4) Master Plans and PORs completed within last five (5) years to include description and two (2) references (including company name, address, point of contact, telephone, and email) for each Master Plan and POR; (5) Additional Information: Submission of additional supporting material is admissible only to the extent that it graphically (via drawings and photographs) substantiates the relevant project work specifically described in item Number 4. Additional material should not exceed 10 double-sided pages. Send responses to the Contracting Officer to the address indicated below -- no phone calls or emails. The Government will not pay for any material provided in response to this market survey or return the data provided. This is NOT a request for proposal and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. PROJECT DESCRIPTION: The selected firm shall provide deliverables at various submittal stages. Stages will be as required by individual task orders and may include, but are not limited to: (1) Master Planning and Program of Requirements, (2) Special Studies, (3) campus-wide planning services, including the development of new master plans or the updating of existing master plans, for various NIH locations, (4) other planning services related to the development of individual NIH facilities including, but not limited to, the preparation and development of (a) site plans and land use studies, (b) site and facility feasibility studies, (c) facility concept studies, (d) transportation and environmental analyses, (e) security-related studies, (f) design charettes, (g) design and development guidelines, and (h) cost estimates. The awarded contract including all option years will not exceed $40M. The Government intends to award Architect-Engineer Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum guarantee of $10,000.00 inclusive of all five years.
