Description

This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA Gulf Coast Veterans Health Care System has been tasked to solicit for and award Comprehensive Breast Care Management services for the Michael E. DeBakey VAMC, Houston, TX. Potential sources are responsible for furnishing all equipment, facility, professional and technical personnel services to provide comprehensive breast care which includes mammograms, needle localization and excision biopsy, sentinel node mapping, excision of breast mass(s), breast-specific gamma imaging (BSGI), surgical consultation when needed and the entering of reports into the Veterans Integrated System Technology Architecture (VISTA). Currently the comprehensive breast care is provided by a local facility under a FEE payment arrangement by procedure. This facility also has a mobile unit, another requirement, which is currently sent to two outpatient clinics (Conroe,TX and Richmond,TX). Three more outpatient clinic locations will be added in the future (Lake Jackson, Katy, and Tomball). The contractor must be accredited with the American College of Radiology (ACR) for a minimum of three years and also be FDA certified or State certified under Mammographic Quality Standards Act and must possess any other licenses, permits, accreditation's and certificates as required by law to perform the above listed services. The providing facility must also be within 50 miles of the Michael E. DeBakey VAMC, Houston, TX. There is no former solicitation. The proposed project will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Business Community to include Small Business or Large Business, Veteran Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZONE, 8(a), etc., to complete and perform an IDIQ contract. Again, the type of solicitation to be issued will depend upon the responses to this Sources Sought Notice. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The duration of the requirement is for a base period (start-TBD and end 9/30/2011) with four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621512. The Small Business Size Standard for this acquisition is $13.5M. For FY2010 4,770 procedures were performed. Estimated number of procedures for FY2011 is 5,261; FY2012 is 5,803; FY2013 is 6,401; FY2014 is 7,060; and FY2015 7,787. Please limit your response to this synopsis to five pages and please include the following information: -Your company's name, address, point of contact, phone number, and email address. -Your company's interest in submitting a proposal on the solicitation when it is issued. -Your company's capability to meet the requirements including your location to the Michael E.
