- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Bruker BioSpin Corporation for a service contract renewal for hardware and software maintenance on its magnetic resonance imaging (MRI) scanners. NINDS uses these systems for magnetic resonance imaging and spectroscopy experiments in animals. Four consoles and associated probes are covered by this contract. They are the 14T Bruker-Biospin Avance MRI, 4.7T Bruker-Biospin Avance MRI, 7T21 Bruker-Biospin Avance and the 7T Pharmascan MRI. The Classification Code is J-Maintenance, Repair & Rebuilding of Equipment and the North American Industry Classification Code is 811219 – Other Electronic and Precision Equipment Repair and Maintenance. The business size standard is 7.0 million dollars. The Period of Performance is 12 months. The Contractor shall provide coverage for all system parts, excluding magnet/cryostat assembly, shim/gradient coils, transmitters rated greater than 1 kilowatt, probes with diameters greater than 20 cm, computer and peripheral devices. In addition, the Contractor shall provide telephone support for diagnosis of Covered Equipment malfunction, replacement parts as required, and software updates. Bruker BioSpin Corporation is the manufacturer of the 14T Bruker-Biospin Avance MRI, 4.7T Bruker-Biospin Avance MRI, 7T21 Bruker-Biospin Avance and the 7T Pharmascan MRI. Bruker is the sole source provider of service agreements for these machines and their technicians are the only technicians that are certified to perform maintenance/repair on their equipment. Bruker does not authorize any third party for service/maintenance of their MRI scanners. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
