- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RABQ4110001, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03.The North American Industry classification (NAICS) code is 454312, Liquefied Petroleum Gas (Bottled Gas) Dealers, and the size standard is 50 employees. This procurement is a Native American Owned business set aside. All Native American Owned businesses shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance is incurred by the prime. All Native American Owned businesses shall comply with FAR 52.29-14 Limitations on Subcontracting. All responsible Native American Owned business sources may submit a quote, which will be considered by the Government. The following commercial item is requested in this solicitation: Non-personal services for Delivery of Bulk Propane to four Bureau of Indian Education (BIE) schools located on the Navajo Nation indian reservation. Period of Performance is January 31, 2011 to January 31, 2012. A. Scope of Work. The contractor shall provide non-personal services for all labor, parts, materials, equipment, and transportation necessary to perform delivery of liquefied petroleum gas to four separate locations under the New Mexico Navajo North Agency. The four locations are located in Northern New Mexico and Northern Arizona. The contractor shall deliver the liqued petroleum gas in accordance with commercial standards, practices and local Navajo Nation laws and regulations. B. Hours of Operation. Delivery of liquefied petroleum shall be performed between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, excluding legal holidays.C. Place of Performance. a. Cove Day School, Red Valley, AZ; b. Red Rock Day School, Red Valley, AZ; c. Sanostee Day School, Newcomb NM and d. Tiis Nazbas Community School, Teec Nos Pos, AZ.D. Quality Control. The BIE school representatives will routinely perform quality control checks during their scheduled deliveries. The government shall not provide facilities, equipment or materials to the contractor. The contractor shall provide, without cost to the government, all facilities, equipment and services required to deliver bulk propane.E. Quantity and Frequency. The BIE school representative will notify the contractor when the level of propane has reached 40 percent or less of its rated capacity. The contractor will have 3 work days to deliver the liquefied petroleum gas. Quantity and frequency are based on usage by the students and staff at the four schools. Contractor shall utilize the below line item structure when preparing quotes: Line Item 0001Description: Delivery of Bulk Propane to the Cove Day School. Non-personal services for Delivery of liquefied petroleum gas to the school. Requirement is 5,000 gallons per school year. Prospective contractor quotes should be based on a per gallon price of propane. Line Item 0002Appropriate Navajo Nation taxes. Line Item 0003Description: Delivery of Bulk Propane to the Red Rock Day School. Non-personal services for Delivery of liquefied petroleum gas to the school. Requirement is 8,000 gallons per school year. Prospective contractor quotes should be based on a per gallon price of propane. Line Item 0004Appropriate Navajo Nation taxes. Line Item 0005Description: Delivery of Bulk Propane to the Sanostee Day School.Non-personal services for Delivery of liquefied petroleum gas to the school. Requirement is 6,000 gallons per school year. Prospective contractor quotes should be based on a per gallon price of propane. Line Item 0006Appropriate Navajo Nation taxes. Line Item 0007Description: Delivery of Bulk Propane to the Tiis Nazbas Community School. Non-personal services for Delivery of liquefied petroleum gas to the school. Requirement is 50,000 gallons per school year. Prospective contractor quotes should be based on a per gallon price of propane. Line Item 0008Appropriate Navajo Nation taxes. The following provisions and clauses apply to this acquisition: Include your TAX ID Number, CAGE Number (obtain at www.ccr.gov), and DUNS Number when submitting your quote. The Offeror shall provide a breakdown of their cost to provide this service. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given if full text.
