- This is not a solicitation. This will not commit the contractor or the Government in any way, or at any time, into entering a contract with any of the specified terms below. The reference number for the SOURCES SOUGHT NOTICE is W91QUZ11LMPSS. This number is assigned to this action for reference only and there is no solicitation at this time. INTRODUCTION The U.S. Army Contracting Command - National Capital Region Contracting Center (NCRCC) on behalf of the Project Office of the Logistics Modernization Program (LMP) under U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS) is conducting market research for LMP Services. The purpose of this Sources Sought Notice is to identify potential sources capable of providing any or all of the services for this requirement as stipulated in the attached Performance Work Statement (PWS). BACKGROUND The LMP utilizes an Enterprise Resource Planning (ERP) system from SAP (ECC 6.0) that delivers a fully integrated suite of software and business processes that streamline the: maintenance, repair, and overhaul; planning; finance; acquisition; and supply of weapon systems, spare parts, services, and materiel to Warfighters. The LMP replaced the Army's two national-level logistics systems - the inventory management Commodity Command Standard System (CCSS), and the depot and arsenal operations Standard Depot System (SDS). The LMP enables the Army to leverage the power of precise, up-to-the-minute, enterprise-wide data. By providing a comprehensive, modernized logistics solution to the Army and the Department of Defense (DoD), the LMP provides world-class logistics readiness capabilities to service members in Iraq, Afghanistan, and around the world. The LMP has been deployed to its large user community in a series of staged deployments. The first deployment to a user community of 4000 personnel occurred in July 2003, the second deployment to a user community of 6000 personnel in May 2009, and the third and final deployment to a user community of 11,000 personnel in October 2010, thus there are a total of 21,000 current users. INSTRUCTIONS TO COMPANIES This is a request for information only. Do not submit a proposal or quote. The Sources Sought Notice is requesting information related to the PWS. All interested companies must provide answers to the questions below after reviewing the PWS and in the context of ultimately providing the services described in the PWS. The answers to the questions below should total no more than 40 pages in total. Please provide the following: Name of Company: Address: Point of Contact: Phone Number: Fax Number: Email Address: Each company will be required to provide answers to the same set of questions using two different sets of assumptions. ASSUMPTION ONE In answering the following questions, companies should assume that the Government has no rights to the computer software, and computer software documentation, and related technical documentation currently being used to provide the Army's modernized logistics services. T he Government will provide no information beyond the PWS. SET OF QUESTIONS 1. Does your company possess the capabilities to independently provide any or all of the services described in the PWS attached hereto? If yes, please list specific examples for each and every service described in the PWS. 2. State whether your company's approach would require support from the existing service provider and if so describe the collaboration anticipated. 3. Describe your company's approach to delivering : a. The Logistics Modernization Services, Program Management and Administration (Section 2 of the PWS) b. Modernized Sustainment Services (Section 3 of the PWS), c. Modernized Data Processing/Infrastructure Services (Section 4 of the PWS) d. Residual Legacy Sustainment Services (Section 5 of the PWS). e. How would your company assist the Army in developing an internal Army capability to ultimately perform some or all of the services described in the PWS? In responding to items 3(a) through 3 (e) addresses the following: How your company would re-host and continue with the existing services and existing solution baseline. Would your company provide those services from a different solution baseline transparent to the users? How long would you estimate the transition to take? 4. Based on your answer to question 3 above, describe how, if in any manner, you would propose to modify the PWS. 5. Do you have any other approach to meeting these requirements other than those outlined above and in the PWS? If yes, please describe your approach. 6. What is your company's experience in providing similar services for another government or non-government customer? Identify the customer and the services and your experience in providing those services; include your experience with various Department of Defense compliance mandates. ASSUMPTION TWO Each company is also asked to answer the same questions assuming that the Government shall have made available the computer software, and computer software documentation, and related technical documentation currently being used to provide the Army's modernized logistics services. Such software and documentation should be assumed to have been provided with license rights such as to allow contractors to use these for the purposes of Army Logistics but not for any commercial purpose.
