- THIS IS A NOTICE OF INTENT. A SOLICITATION WILL BE ISSUED ON A LATER DATE. The National Cancer Institute (NCI), National Institutes of Health (NIH) intends to solicit proposals from sources for a Coordinating Center for Continuation of Follow-up of DES-exposed Cohorts. All services acquired through resulting full and open competition award will be considered part of the overarching Coordinating Center for Continuation of Follow-up of DES-exposed Cohorts. The purpose of the support will be to coordinate the continued follow-up of established DES cohorts (mothers, daughters, sons, and granddaughters) to measure cancer incidence and mortality, especially cancers of the breast and the reproductive system as the offspring enter a period of increasing cancer rates. The project will require a contractor to coordinate the continued follow-up of several cohorts of women and men who were exposed to diethylstilbestrol (DES) in utero. Disease outcomes will be ascertained by means of questionnaires, medical record review, state cancer registries, the National Death Index, and tissue samples as appropriate. The work will include but not be limited to, developing study materials and manuals, acting as liaison with NCI and their contractors, and preparing and processing questionnaire, outcome validation, state cancer registry and NDI, and death certificate data. The services will be acquired through full and open competitive procedures under NAICS 541990. It is anticipated that a cost reimbursement, completion type contract will be awarded with a 1-year base period and 4 (four) 1-year options of performance beginning on or about April 30, 2011. The RFP will be available electronically on or about January 28, 2011 and may be accessed through the FedBizOpps. All responsible sources may submit a proposal which will be considered by the Agency. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile or email transmissions will be accepted.
