Description
Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a specimen heating holder that can be used in a Titan environmental transmission electron microscope (ETEM). The ETEM heating holder will be used to heat the thin samples up to 1000ºC in various gasses environments (O2, N2, H2, CO, C2H2, C2H4, NH3 etc.). After results of this market research are obtained and analyzed, the specifications will be developed for the heating holder that can meet NIST's minimum requirements to be used to conduct a competitive procurement (if needed) and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a need for a heating holder that would meet the following requirements: 1. It will be compatible with Titan based platform, specifically with ETEM, equipped with high resolution objective pole-piece. 2. It will be capable of achieving temperature up 1000 C (higher value will be preferred) in high vacuum mode (10-4 Pa) as well as high pressure mode (3x104 Pa) for the ETEM. 3. It will have possibility to heat the sample at variable rates, for example from 1 C s-1 to 105 C s-1. 4. It will have temperature stability of ±2 C at temperature. 5. All parts of the holder will be robust and stable during the thermal cycles and in gaseous environment such as H2, O2, N2, CO, CO2, Si2H6, C2H2, C2H4, H2O etc. 6. Specimen drift rate at temperature will be better than 0.5 nm min-1after 2 minutes of reaching the desired temperature. 7. Specimen resolution at room temperature and high temperature will remain within ±0.02 nm of the value routinely achieved using standard TEM holder. 8. Measured temperature accuracy will be ±1 C as confirmed using independent measurement methods (e.g. pyrometer) NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture such holders as requested above are to email a detailed report describing their abilities to joshua.holliday@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to todd.hill@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
