- The Sierra Pacific Network Consolidated Contracting Activity (CCA) is issuing a Sources Sought Announcement to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) that can provide all personnel, management, supplies, equipment, general expertise and reports necessary for hospital bed maintenance at the VA Central California Health Care System. VACCHCS is located at 2615 E. Clinton Ave., Fresno, CA 93703 and is a Department of Veterans Affairs facility within the Veterans Integrated Service Network (VISN 21). NAICS Code of 811310, size standard of $5.0 million applies. Product Service code of J065 applies. The actual solicitation should be posted on or about March 1, 2010. This is expected to be a five year contract. Telephone requests will NOT be accepted. All questions must be submitted in writing, questions may also be faxed to W. Electronic solicitation may be accessed at no cost at www.fedbizopps.gov. Any amendment issued against this solicitation will also be available from the same URL addresses. Contractor is responsible for submitting all documents required in accordance with the solicitation, including any amendments which will be posted on this website. Offers must be submitted electronically and in hard copy. Solicitation is also subject to availability of funding. Proposals shall be submitted on an all or nothing basis. Partial proposals will be rejected. Proposal shall be valid for 60 days from offer due date. The following provisions and clauses apply as appropriate plus any addenda: This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-32. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications. Offeror may obtain copies of the referenced provisions and clauses at http://arnet.gov/far and http://www.va.gov/oa&mm/vaar/ or by sending an email to the Contracting Officer at bill.ulibarri@va.gov. The Contracting Officer may add any additional contract requirements or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the Contracting Officer to necessary for this acquisition and consistent with customary commercial practices. Proposal shall be submitted in hard copy with original signature to: William Ulibarri, (90CCA), VA Palo Alto Health Care System, Bldg. 6, Room C-140, 3801 Miranda Ave., Palo Alto, CA 94304. Web based offers will not be accepted. Small businesses, especially veteran-owned and service-disabled veteran-owned small businesses, are encouraged to contact their nearest Procurement Technical Assistance Center (PTAC) if assistance is needed in preparing their proposal. A more complete statement of work can be obtained by contacting the Contracting Officer listed below. This action will not be broken into categories, all requirements must be provided. All responsible SDVOSB sources may submit a bid which shall be considered by the agency. The simplified acquisition procedures of FAR Part 13 will be used as applicable in conjunction with commercial items procedures of FAR Part 12. The NAICS is 621910, size standard is $7.0 million. Product Service Code is V225. The actual solicitation containing requirements should be posted on or about Jan. 4, 2011. The solicitation document and incorporated provisions and clauses will be those in effect through FAC 2005-46. If multiple SDVOSB firms submit offers, award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussion. However, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications-Commercial Items; and 852.219-70, Veteran Owned Small Business Certification. Offeror shall submit evidence of compliance with FAR 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans.
