Description
Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division, (3803R) Response Date: January 25, 2011 The US Environmental Protection Agency (EPA) Office of Air and Radiation?s Office of Radiation and Indoor Air intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to F&J Specialty Products of Ocala, FL for Diffusion Barrier Charcoal Canisters. The canisters must be purchased from F&J Specialty Products to retain continuity in ongoing radon measurement analysis projects. The Radiation and Indoor Environments National Laboratory (R&IE), Center for Indoor Environments, is the EPA?s primary laboratory for radon measurements and analysis. The laboratory has been carrying out this mission for well over a decade. Nearly all of the radon measurement analysis projects being conducted by the laboratory are long-term spanning over many years and are linked to years of quality assurance data generated by the EPA Laboratory. All of the EPA R&IE quality assurance data, including calibration curves, are based on the unique configuration of the Calgon and comparable 1193 carbon diffusion barrier canisters manufactured by F&J Specialty, Inc. Any deviation, however slight from the F&J canister configuration process would invalidate the continuity of quality assurance and calibration data. Furthermore, the EPA Laboratory would be required to spend substantial time and resources generating new calibration curves, validating performance and generating new quality assurance databases for any change in canister configuration and performance due to a change of manufacturers of other unknown products. The R&IE Radon Laboratory has researched these issues thoroughly in their efforts to find a qualified vendor. Because of the critical nature of this Radon Program, its continued smooth operation, and the requirements to maintain R&IE Laboratory quality assurance standards, F&J Specialty, Inc. is the only qualified vendor. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. The decision not to compete this requirement is within the discretion of the government.
