- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army WARSTAR directorate, intends to award a firm fixed price purchase order on a sole source basis to: Sensomotoric Instruments Inc. 75 Arlington St Ste 5000, Boston, MA 02116. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: NSRDEC requires the purchase of two specialized data collection devices to support ongoing internal research on the perceptual bases of gathering information from spatial and non-spatial visualization technologies. Specifically, WARSTAR needs to purchase reliable, validated, and time-proven eye movement monitoring technologies that offer characteristics necessary to perform experimental research on how the organization and content of visualizations affect Soldier information gathering and memory. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The Cognitive Performance laboratory has existing experience using SensoMotoric Instruments' (SMI) technologies and software, and is aware of the unique advantages of their products. SMI eye tracking technologies provide the sampling rates (50Hz and 500Hz), resolution (0.5 visual angle), portability, reliability, and sensitivity that are required for the research being performed at NSRDEC. The company is internationally-renowned for developing precise and reliable technologies for behavioral and cognitive science applications, and they are uniquely suited to provide the products requested herein. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: In preparation for this request WARSTAR sought to identify technologies from several manufacturers that fulfilled our multiple criteria: resolution, sensitivity, validation, speed, ease of use, and reliability. Though several eye tracking companies and products were found during our market research, none other than SMI fulfilled all of their criteria while maintaining competitive pricing. Given the directorates specific focus on research involving visualization technologies and cognitive performance, and the importance of each of our criteria, the results of our market research indicate that SMI is the only company uniquely capable of providing the necessary eye tracking technologies to perform the research. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
