- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Dolores Jablecki, 5649 Morning Glory Trail, New Market, Maryland 21774-7018, to provide human resource consulting services. The reference number for this notice is NHLBI-CSB-(AR)-2011-055-CRS. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $150,000.00. The intended procurement will be classified under North American Industry Classification System code 921190. Background: The National Institutes of Health (NIH) is in the process of restructuring its Human Resources (HR) staff. Consequently, many HR staff are being reassigned to new positions, and as a result, many services are being centralized while the number of HR employees assigned to provide services to each Institute is being greatly reduced. The sole source justification is based upon the fact that Delores Jablecki is familiar with the DHHS/NIH/NIAMS Human Resource Policies and can complete work on several areas of the Work and Family Policy at NIAMS. Mrs. Jablecki has worked with the NIAMS Associate Director for Management and Operations in implementing a pilot program in order to meet the needs of NIAMS employees. She has assisted, and is currently assisting and advising, the NIAMS Leadership and supervisors on many HR related issues. She is the point of contact and the liaison for NIAMS staff regarding personnel concerns. NIAMS is depending on Mrs. Jablecki to work closely with the NIAMS Directors, supervisors, and staff on various DHHS/NIH/NIAMS HR policies and procedures. NIAMS has a critical need for Ms. Jablecki's services to complete work on several areas of the Work and Family Policy here at NIAMS and other HR related tasks. There is a critical need for her services in order to continue to provide basic human resource services that NIAMS employees require. The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), leads the Federal effort on research into: the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases, the training of basic and clinical scientists to carry out this research, and the dissemination of information on research progress to improve public health. NIAMS supports, and conducts, basic clinical and epidemiologic research training, to universities and medical centers throughout the Nation, as well as through the Intramural Research Program at the NIH campus in Bethesda, Maryland, focusing on diseases affecting millions of Americans. In order to meet the needs of NIAMS, The Office of the Director (OD) of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), must contract with Mrs. Jablecki, who is an experienced HR Consultant with a strong background in Human Resources who is familiar with the DHHS/NIH policies in order to provide services to our employees. The reference number for this notice is NHLBI-CSB-(AR)-2011-055-CRS. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-48. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
