- NASA/GRC has a requirement for THERMAL DIFFUSIVITY MEASUREMENTS.This contract isfor making thermal diffusivity measurements in various inert atmospheres and at variouspressures ranging for.00001 to 760 Torr and temperatures ranging from ambient to 900degrees C. Some of the samples contain aerogels, with anticipated thermal conductivitiesas low as 0.02 W/mK. Heat capacity measurements also shall be required. Analyses shallinclude determination of interstitial conduction at different material pairings.NASA/GRC intends to purchase the items from Thermophysical Properties ResearchLaboratory, Inc. (TPRL) as NASA has an existing database on several materials measured atTPRL and new data must be comparable with that in the existing database. This is acontinuation of work already in progress.The Government intends to acquire a commercial item using FAR Part 12 and SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than close of businessJanuary 14, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
