Description
This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center - Fisheries Ecology Division (SWFSC-FED) on a sole source basis from SubSeaSonics. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide 8 AR-60-E Acoustic Release Units, 1 ARI-60 Acoustic Release Interrogator, 32 LKH-262 Release links and 60 LK-92 Release Links. SubSeaSonics was identified by program office as the only source that can meet the technical requirement of this procurement because these sensors must match existing system acoustic releases in compatibility with existing hydrophone receiver and surface command unit. No other known vendor can provide sensors that are compatible. The government intends to negotiate a firm-fixed price contract with a delivery date of no later than March 15, 2011. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
