Description
The Bureau of Reclamation is conducting a market survey/sources sought in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR QUOTE. It is a market research tool to determine potential sources and interested parties for the pending procurement. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought synopsis. The pending requirement is for: troubleshooting and make repairs needed to return the Accusonic 7520 Flow Transmitter back to near new condition and returned to us with the company's usual warranty. The machine type, manufacturer, and related information is as follows: Machine: Accusonic 7520 Flow Transmitter: Manufacturer: Accusonic Technologies Inc., Falmouth Heights Rd. Falmouth, MA 508-273-9600 Questions and Answers:1. What is a 7520? A. The 7520 is a component of an Accusonic 7500 NT Series Flow meter system. It is called the 7520 Flow Transmitter. Its function is to gather flow information from a penstock and transmit it to the 7500 NT Series Flow meter display for processing and display. The 7520 flow transmitter that failed is used to measure the flow of water through the Helena Valley Irrigation District penstock as well as the Helena Valley Irrigation District Irrigation penstock. 2. What does this equipment do or what is the purpose? A. The 7520 flow transmitter that failed is used to measure the flow of water through the Helena Valley Irrigation District penstock as well as the Helena Valley Irrigation District Irrigation penstock. 3. How old is this unit? When and where was it purchased? What is the condition? A. The units were installed in 1998. It was purchased from Accusonic Technologies Inc. and the system as a whole is in good condition but, the component that failed suffered fire damage when a power supply caught fire and damaged major parts of it. 4. What are the details of the troubleshooting analysis? What is malfunctioning?A. Many of the components were damaged when the power supply burned. We can't tell for sure what is wrong but we do know that the following components are damaged and need to be replaced:1) 7500-0002 Path Select Back plane2) 7500-0006 180V DC DC Converter3) 7500-0003-02 Passive Transmitter Board4) 7500-0012 Power Module 5. What kind of service are you requesting? A. We are asking that the failed unit be returned to the factory or repair facility, troubleshoot and make repairs needed to return the 7520 Flow Transmitter back to near new condition and returned to us with the company's usual warranty for new equipment in effect. 6. What is the expected turn-around time frame for repair? A. We need the unit to be returned before April 1, 2011 which is the start of the irrigation season. All interested parties are encouraged to respond to this sources sought synopsis no later than January 24, 2010. 2:00p.m. MST. Interested parties should submit a capabilities package not longer than 2 pages demonstrating the ability to perform the principal components of the required repair of the Accusonic 7520 Flow Transmitter. Packages shall include the following information: (1) Business name, address, CAGE code, size classification based on NAICS size standard, socioeconomic classification (e.g., HUBZone), and a point of contact; (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor; (3) evidence of your experience performing work of a similar type and scope; and (4) Contractor shall state if information provided is proprietary or non-proprietary. In addition, Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Information on Annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov. The most applicable North American Industry Classification System (NAICS) code is 811310 and the related small business size standard in millions of dollars is $7.0M.
