Description
Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Raytheon Corporation - McKinney, TX to procure the necessary data to complete the Boresight Collimator Commercial Service Provider (ComSP) Audit, which will include the delivery of the vendor's planned Instrument Calibration Procedures (ICP), the vendor's supporting technical documentation, quality standards and other associated data. Raytheon's facility must be ComSP certified for the Navy Support Equipment (SE) Rework Program. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. Raytheon Corporation is the Original Equipment Manufacturer (OEM) of the Borsight Collimator and as such they are the only vendor with the technical information, expertise and facilities to make future repairs. Due to the fact the facility is owned by Raytheon, and all of the technical documentation and procedures that will be used for calibration either belong to Raytheon or will need to be developed by Raytheon as part of this effort, only Raytheon can grant access to their facility. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. No solicitation will be available for this procurement.
