Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA): The Contracting Branch, Cryptologic Systems Division (CPSD) intends to award on a sole source basis a fixed price contract for the procurement of technical data. This technical data shall include a Theory of Operation Manual and spare parts procurement listing for the Miniature COMSEC Unit, MCU-110A and B unit. The MCU-110A & B unit was developed by the Original Equipment Manufacturer (OEM) L-3 Telemetry West (TW), 9020 Balboa Avenue, San Diego, CA. 92123, CAGE CODE: 9U244, as a propriety product and received National Security Agency (NSA) certification as a Type-1 CRYPTO unit under the NSA Commercial COMSEC Endorsement Program (CCEP). The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1)responsible source. The Air Force does not have complete technical data or technical expertise to compete this requirement. The lack of complete key intellectual property, specifications, schematics/drawings and parts lists prohibits the use of Full and Open Competition procedures. L-3 TW is the only vendor with the required engineering knowledge, expertise and the complete drawing package to accomplish this requirement. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Specialist, Ralph Urias, 210-977-4913, ralph.urias@us.af.mil within fifteen (15) days of this publication. Those interested firms must indicate whether they are a large, small, and small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned. See Note 22. See Note 26.
