Description
The Cincinnati VA Medical Center intends to negotiate a Shared Agreement with Hoxworth Blood Center to donate blood in return for a discounted rate on various blood, blood products, and reference lab procedures. PURPOSE: Contractor shall furnish blood, blood products, and reference lab procedures to the VAMC, Cincinnati, 3200 Vine Street, Cincinnati, Ohio, in such quantities and at such times as may be required and in accordance with the specification, terms, provisions, conditions and the schedule herein. Blood will be typed for ABO & Rh antigens in accordance with methods recommended in the current editions of Standards for Blood Banks and Transfusion Services and the Technical Manual of the American Association of Blood Banks. A sample of blood from each donation will be tested for infectious diseases following the most current FDA recommendations and FDA approved methodologies. Whole blood and/or components will not be used for transfusion unless the tests are negative. Blood and components will not be used for transfusion if the results are outside established limits. All blood is to be collected by a closed system under aseptic conditions and shall be processed in appropriate solutions and the container so labeled. The label shall also bear the expiration date of the contents which shall not exceed twenty-one (21) days from date of collection for CPD source blood, thirty-five (35) days from date of collection for CPDA-1 source blood, or forty-two (42) days from date of collection for source blood, when collected and stored with approved additive solutions. All blood supplied will be grossly free of hemolysis, excessive chyle and clots. The North American Industry Classification System Code (NAICS) is 621991/$8.5M and the Small Business Standard is 500 employees. This solicitation will be issued electronically. It will be available only via the Federal Business Opportunities website (www.fedbizopps.gov). All Offerors MUST be registered in the Central Contractor Registration (CCR) database. Potential offerors are responsible for downloading their own copy of the solicitation package, as no paper copies will be furnished. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. This notice of intent is not a request for competitive quotes. The solicitation will be made available after January 31, 2011, telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. The submission deadline for this solicitation is February 14th, 2011 by 2:00 p.m. EST. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Cincinnati VA Medical Center will precede with the negotiation of the Shared Agreement Contract with Hoxworth Blood Center, Cincinnati, OH.
