Description: This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for Biometrics equipment, specifically Secure Electronic Enrollment Kits (SEEK), in support of the U.S. Navy 冱 Visit, Board, Search & Seizure teams conducting Expanded Maritime Interception Operations. Contract Line Item Numbers (CLINs) will be as follows: CLIN 0001 Secure Electronic Enrollment Kits (SEEK) (P/N 925204-40); CLIN 0002 Guardian R2 (P/N 920146-01); CLIN 0003 Accessory Kits (P/N 900336-02). The anticipated contract will have a five-year ordering period with an estimated ceiling of $6,000,000. Orders will be placed against the contract on a sole-source basis. This will be a commercial acquisition in accordance with FAR Part 12 utilizing FAR Part 13.5 Test Program For Certain Commercial Items. The solicitation is expected to be issued on or about 04 February 2011 and is expected to close on or about 04 March 2011. The solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S. C. 2304(c)(1), One Source or Limited Sources. An offer will be solicited from CrossMatch Technologies, 3950 RCA Blvd Suite 5001, Palm Beach Gardens, FL 33410-4227. The anticipated 5-year Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed Price Contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. It has been determined that the Government requirement can only be met by one manufacturer since no other vendors possess the knowledge or capabilities to meet the Government 冱 minimum requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, contractors must be properly registered in the Government 冱 Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. It is the responsibility of interested vendors to monitor the FBO, NECO, and NSWC Crane Division Acquisition websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
