- DLA Energy -MK intends to solicit on a unrestricted Full and Open Competition basis for the delivery of Gaseous Helium (Bulk), Type I, Grade A of specification MIL-PRF-27407C, dated 29 November 2006, NSN: 9135-00-890-2011. The offeror shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of Gaseous Helium f.o.b. origin in Government-furnished and customer-furnished High Pressure Cylinder Assemblies (HPCA) at US Army Proving Grounds, Yuma AZ; US Army Proving Grounds, Dateland AZ; and US Army Proving Grounds, Fort Huachuca AZ. Each HPCA consists of 25 each - 4,500 PSIG, UN-certified, helium cylinders manifolded together to one master in/outlet. The offeror shall have the capability to fill each HPCA at 4,500 psi. Approximate capacity of each HPCA is 10,850 standard cubic feet at 4500 psi. HPCA's are 55.25" length, 55.25" width, 74.75" height and have a gross weight of 5,600 lbs. The offeror shall have the capability to store four (4) Customer-furnished HPCAs or Government-furnished HPCAs at any transfill. The Government intends to award one Requirements-type contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The award will include both a Fixed Price with Economic Price Adjustment for the Bureau of Land Management (BLM) CLINs, and Firm Fixed Price for the Non-BLM CLIN. The estimated contract ordering period will be two years from 1 April 2011 through 30 Mar 2013. The total estimated contract quantity for the two-year period is 960 MC (BLM) at US Army Proving Grounds, Yuma AZ; 960 MC (BLM) US Army Proving Grounds, Dateland AZ and 20 MC (Non-BLM) for US Army Proving Grounds, Fort Huachuca AZ. The solicitation will also contain line items for associated services such as Purging HPCA, Delivery Fee for Non-Routine Delivery, Emergency Repairs (NTE $500 per repair of HPCA), Miscellaneous Repairs (greater than $500 per repair of HPCA). Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 1 February 2011 and will be posted to the FedBizOpps web page (http://fbo.gov/). The anticipated award date will be 15 Mar 2011.
