Description
REQUEST FOR INFORMATION Department of Homeland Security, Office of the Chief Human Capital Officer Commercial-Off-The-Shelf (COTS) - Emergency Medical Services Training Content This exchange is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 15.201(e) as a Request for Information (RFI). Per FAR 15.209(c), please see the following clause: REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of developing for the Department of Homeland Security (DHS) Office of Health Affairs (OHA) a comprehensive curriculum of Emergency Medical Training content to incorporate into DHS's Learning Management Process. Additional Notice We reiterate that this is a DHS Request for Information and the use of any procurement terminology does constitute a promise of any kind. The purpose of this RFI is for the DHS to gain knowledge of all qualified and interested small and other than small business concerns with experience within the referenced requirement and is being issued solely for DHS' informational and planning purposes as it may relate to acquisition strategy, planning schedules, feasibility of the requirement, development of the requirement, etc. This exchange in no way represents a formal solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon results. DHS may (or may not), at the agency's sole discretion, issue a formal solicitation for this requirement at a later time. Within that vein, any descriptive/requirements information provided by DHS in this exchange is subject to change and shall in no way be treated as final or binding. 1. Background: Within the DHS OHA, Division of Workforce Health Protection and Medical Support, is responsible for maintaining the credentialing, certification, and recertification process for 3,500 DHS/Emergency Medical Service (EMS) providers across 7 Component agencies, which deliver or directly support EMS functions. DHS's Delegation Number 5001 delegates to the Assistant Secretary for Health Affairs and Chief Medical Officer (CMO), the authority to exercise oversight over all medical and public health activities of DHS, including EMS training for Component agencies. This oversight for EMS activities is guided by policies, requirements, standards and metrics developed to ensure the consistent delivery of appropriate emergency medical care throughout the Department. Currently, there is a need for information regarding the capabilities of qualified vendors to provide DHS/OHA with a robust comprehensive curriculum of Emergency Medical Training content to incorporate into DHS's Learning Management process. Data gathering will be used to (inclusive but not limited to): 2. Purpose: The purpose of this RFI is to search for qualified vendors capable of meeting the Department of Homeland Security requirement for their Emergency Medical Service online training content. 3. Requirements: DHS/OHA is seeking information regarding the capabilities of qualified vendors to provide distributed instructional emergency medical courses to 3,500 DHS EMS providers. The online EMS course content for DHS's learning management systems must allow for the administration of refresher training and continuing education that meets the training requirements of the National Registry of EMTs (NREMTs), and is approved by the Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS), and must be accessible to EMS providers across the Department. All content must be available through the internet, accessible from the user's learning management system or off-line (asynchronous or stand-alone). The required Emergency Medical Service Training content shall include, but not be limited to the following: 3.1 Functional Requirements • Training content courses for Emergency Medical Technician: 24 hours of mandatory refresher training course work in the categories of but not limited to common preparatory EMS/EMT introductory content, airway(to include Cardio Pulmonary Resuscitation), obstetrics (OB), infants, and children, patient assessment, medical/behavioral, trauma, and other electives. o 48 additional hours of anything EMS related under medical, trauma, or "other" appropriate EMS/EMT related content for a total of 72 hours in a two year period. • Training content courses for Paramedics: 48 hours of refresher training mandatory core content in but not limited to airway, breathing and cardiology; medical emergencies; trauma; obstetrics and pediatrics; and, operational tasks. o 24 hours additional training can be derived from anything EMS related through a variety of coursework and distributive learning for a total of 72 hours in a two year period. • Emergency Medical Training content courses must be available in Learning Management System compliant SCORM 1.2 format. • Emergency Medical Training content courses must be available as stand-alone content that can be without requiring an executable file and also provide the ability to print out save course completion and test results. • Emergency Medical Training content must be compartmentalized in learning pieces of no more than approximately 20 minutes per module and provide bookmarking functionality at the page level. • The content must be unbranded and not display the DHS logo. 4. Questions: In addition to demonstrating the necessary qualifications to perform the above identified requirements all prospective vendors shall respond to the following questions: 1. Typical file size of provided online content courses? Please provide examples of all Emergency Medical Training content file sizes offered. 2. Please provide course content offerings list (library of courses) to include; course name, approximate length, course description. 3. Can the Vendor provide training content courses in SCORM 1.2 format? Can the vendor also provide a standalone version available of this same content without requiring an executable file? 4. Can the Vendor provide Emergency Medical Training content hosting? If so can the Vendor provide a streaming media server to serve up the content? 5. Does the Vendor use a progressive download? If not please elaborate on what form is used. 6. What is the Vendors experience in providing Emergency Medical Training content to Federal agencies? Please provide specific examples. 7. What is the Vendor's experience providing a history of excellent technical and customer support? Please provide specific examples. 5. Description of Information Requested: DHS is requesting all interested firms respond to this RFI with the following information: 1. Name and Address 2. Phone and Fax No. 3. Website Address 4. Business Size and Type of Ownership (i.e., Other than Small, Small, Small Disadvantaged, Woman-owned, Hub-zone, Service Disabled Veteran, etc.) 5. Years in business 6. Description of the client base, include all Federal Customers 7. Capability Statement to include how the firm's solution meets DHS' requirements. The capability statement must include: a. A description of the contractor's qualifications and capabilities which address each of the areas identified in Section 2. b. Documented knowledge and experience with performing these requirements with Federal Agencies/Departments similar in size and scope to DHS. c. Answers to the questions in Section 3. 6. Response Instructions: Capability Statements shall not exceed five (5) to ten (10) pages which include the responses to the questions identified in Section 3. Please submit all responses to this notice, via e-mail, to Mr. Michael Jones at michael.e. jones@dhs.gov 3:00 PM, Eastern Standard Time, January 25, 2011. All e-mail responses MUST include the subject header of "DHS/OHA EMS Training Content" in responding to this RFI. As stated prior, this RFI is being issued solely for DHS' informational and planning purposes. Respondents will not be notified of any results derived from a review of the information provided. Responses to this RFI will not be returned. Respondents are solely responsible for all expenses associated with the responding to this RFI. Respondents needing confidential treatment for any proprietary information furnished in response to this RFI must mark the documentation accordingly.
