Description

Department of Veterans Affairs VA MidSouth Healthcare Network (VISN 9) Notice of Intent to Sole Source: The Veteran Affairs Medical Center (VAMC) Memphis, 1030 Jefferson Ave, Memphis, TN 38104 intends to negotiate a sole source contract with EBSCO Industries Inc. of Ipswich, Mass, for the purchase of on-line access to various journal databases listed below. The NAICS code for these services is 519130 Internet Publishing and Broadcasting and Web Search, with a size standard of 500 Employees. The Government believes that EBSCO Industries Inc. is the only available provider for these unique services. This is a sole source procurement utilizing, 38 U.S.C. 8153 and Other than Full and Open Competition (FAR 6.302-1). This notice of intent is NOT a request for competitive quotes, however; any firm that believes it can provide these supplies may give written notification to the purchasing agent, no later than 12:00 PM CST, January 21, 2011. Supporting evidence of ability to provide the specified services must be furnished in sufficient detail, to the Purchasing Agent, Keith Nestinger, via email address: keith.nestinger@va.gov or faxed to (615)225-5431. No solicitations documents are available and telephone requests will not be honored. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, VA will proceed with the sole source negotiation to EBSCO Industries Inc for access (1 year) to the On-line Journal Databases listed below.
