Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote to acquire lawn maintenance services (commercial services). The work is to be performed at Blue Marsh Lake facilities located in Leesport, Pennsylvania. This procurement will be awarded for a base year plus four option years for the initial period 1 April 2011 through 31 March 2012. Work period of performance is 15 April 2011 through 15 November 2011. The acquisition will be a best-value procurement performed using the procurement process prescribed in FAR Part 12, Acquisition of Commercial Items. Offers will be reviewed for completeness in satisfying the requirement of the RFQ. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. Technical factors, when combined, are more important than price. Technical factors are of equal importance. Award of a contract will not be based solely on a lowest price basis. Offerors shall submit their proposals in two separate parts; a price proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors: (1) Managerial/Organizational Capability - will consist of the following components: (a) Offerors must demonstrate their ability to respond quickly to Park Managers' concerns and inquiries, along with their ability to communicate with Park Managers on a regular basis throughout the term of the contract, (b) Offerors must demonstrate that adequate supervision, staff, and employee resources will be allocated to satisfactorily perform required services, (c) Offerors must present accident prevention plans for completion of lawn maintenance requirements for Lots I and II of the contract; (2) Past Performance - will consist of the following components: (a) Offerors are required to provide past performance information for lawn mowing and maintenance of public parks or recreation areas that were awarded within the past 3 years (i.e., contract numbers with dollar amount, length of contract, POC and telephone number). The evaluation regarding past performance may not be limited to references furnished, (b) Offerors are required to provide past performance information for general lawn mowing and maintenance services that were awarded within the past 3 years (i.e., contract numbers with dollar amount, length of contract, POC and telephone number). The evaluation regarding past performance may not be limited to references furnished; and (3) Equipment Capabilities (a) Offerors must state the degree of their equipment capabilities to perform lawn maintenance services to meet contract requirements for Lots I and II. The price factors are price reasonableness and realism. Solicitation No. W912BU-11-T-0019 will be available on or about 21 January 2011 via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Offerors are responsible for printing copies of the RFP and any amendments. Offers will be due on 11 February 2011 at 11:00 a.m. ET and must be mailed to USACE, Philadelphia District. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. All contractors are required to be registered in the DOD's Central Contract Register before award as required by DFARS 204.7300.
