Responses are due no later than 3:00 p.m. eastern standard time January 19, 2011. This is a Sources Sought Notice and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from 8(a), Service Disabled Veteran Owned Businesses and HUBZone small businesses concerning the potential project described below. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via e-mail to James.A.Mazurick@usace.army.mil or hard copy to U.S. Army Corps of Engineers, 10 S Howard St, Room-7000P, Baltimore, MD 21201-1715, no later than 3:00 p.m. eastern standard time January 19, 2011. Project Description: Mowing Services Contract, Tioga-Hammond & Cowanesque Lakes, North Central Pennsylvania and Williamsport, PA. The solicitation will be for a service contract and will be advertised as an Invitation for Bid (IFB) in the $500,000 - $1,000,000 range. The US Army Corps of Engineers, Baltimore District is seeking interested sources for Mowing Services at the Tioga-Hammond & Cowanesque Lakes Project. The Tioga-Hammond & Cowanesque Lakes Project is located in Tioga County in North Central Pennsylvania, just south of Corning, NY and north of Williamsport, PA. The project incorporates three lakes (Tioga, Hammond, and Cowanesque) and a levee system (Mansfield). Mowing services will be required on dams, levees, along roadways, in developed recreation areas, and in other selected areas of the project. Mowing services are required to ensure proper maintenance of the dams and levee. Additionally, mowing is required to provide quality recreational opportunities and experiences for the visiting public. Interested sources should note that all work under this contract will be ordered by issuance of individual mowing calls. The mowing call will state the type, location and number of acres to be mowed. The contractor will be notified of required mowing services no less than two days prior to the need for such services, via telephone, email, or fax. All mowing calls must be started by the date shown on the call form and completed within 5 business days of that date. Any work found to be deficient or anytime the contractor is recalled to conduct mowing services, the contractor must be able to respond no later than 48 hrs from the time of the call to return is received. The contractor shall provide all necessary labor, materials, supplies, equipment, fuel, vehicles, management, and quality control for mowing services at the Tioga-Hammond & Cowanesque Lakes Project for an estimated 484 acres. The areas that comprise this acreage estimate have frequency requirements ranging from once every three years to 23 times a year. The total estimated mowing acres is 3965. This estimate is the total acreage of the areas multiplied by the number of times they are anticipated to be mowed. The government is not certain of the number of acres to be mowed, the mowing dates, or the number of times an area will get mowed. The government will specify an estimated quantity for the contractor to use as a guide and for bidding purposes. This contract will be for a base and four option years. Mowing at the dams and levee will require equipment certified to be operated on slopes typically found at these locations. These slopes are quite steep. The following models of mowing equipment are specifically designed for mowing steep embankments such as those found on the dams and levee: Power-Trac TSM Model PT-1850, Kut Kwick SuperSlopeMaster SSM38-72D, Hustler Hillsider Model 6400. The contractor shall use a model substantially equivalent to these models when mowing the steepest sections of the embankments on the dams and levee. However, the contractor is responsible for selecting the proper equipment and must be able to show that his/her equipment is rated for the slopes being mowed on the embankments of the dams and levee.
