Description
Under full and open competition, FISC Norfolk Contracting Department, Philadelphia detachment is seeking sources to provide services in support of the development of a comprehensive Naval Special Warfare (NSW) evidence-informed resiliency building program targeting both active duty members and their families throughout the community. The services, which will be performed on behalf of the Bureau of Medicine and Surgery (BUMED), Washington, D.C., include the development and implementation of an on-line Resilience Assessment, military specific Resilience Training programs including pre-deployment and post deployment meetings, and presentations / workshops tailored to the needs of the NSW community. Analysis and reporting requirements, intended to provide feedback and direction on effective mechanisms for service and family members to strengthen and build resilience in order to maintain and enhance healthy lifestyles and quality job performance, will assist in achieving the goal of individual, family and community resiliency. This procurement is being conducted as a non-commercial item acquisition in accordance with FAR Part 15. The award of a firm-fixed price contract is anticipated. Release of the Request for Proposals [RFP] will be via the internet. Interested parties may download the RFP upon its issuance to the following website: https://www.neco.navy.mil. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American Industry Classification System [NAICS] code is 624190. The anticipated performance period for this procurement will be 01 Sept 2011 [with a base period of seven months] through 31 March 2016 [if four one-year options are exercised]. Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be released no earlier than 15 Feb 2011. Contractors must be registered in the Central Contractor Registration [CCR] database in order to be considered for award.
