Description
Solicitation No. W81XWH-11-R-0803 will be issued on or about 02 February 2011 and proposals will be due on or about 03 March 2011 at 4:00 p.m. E.S.T. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments ON OR ABOUT 02 February 2011 at the following website: http://www.usamraa.army.mil (click on Products, then Solicitations). The solicitation will also be posted on the Army Single Face to Industry Acquisition Business Website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov or by calling 888-227-2423. The North American Industry Classification System (NAICS) code for this procurement is 541690 with a size standard of $7M. Scope of Work: The Walter Reed Army Institute of Research (WRAIR) has a need to develop new approaches that estimate and correct confounding bias in epidemiology statistical modeling. The contractor will develop theory and models that adjust for the bias from confounding to help investigators accurately indentify disease predictors. The contractor will study the approaches to adjust for information bias and study the influence of selection bias. The overall goal of the project is to develop suitable statistical models with applicable algorithm or software for investigators who use longitudinal data. This work will be performed at WRAIR in Silver Spring, Maryland. All offerors must provide a written technical proposal discussing specified technical evaluation factors and a cost proposal. Proposals will be evaluated on a best value basis and any resulting contract will be issued as a firm-fixed-price award for a base period with two option years.
