- The Fleet and Industrial Supply Center Norfolk, Contracting Dept., Philadelphia Office intends to acquire conference facilities and hotel accommodations in support of the Naval Supply Systems Command Service Contract Symposium to occur on 1, 2, and 3 March 2011. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures as described in FAR 13. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-11-Q-SYMP. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-48 and DPN 20101229. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 721110 and the Small Business Standard is $5 Million. This is a competitive, unrestricted action. FISC Norfolk, Contracting Dept., Philadelphia Office requests responses from responsible sources capable of providing the hotel accommodations and conference/meeting facilities specified herein. The requirements for the hotel accommodations and conference facilities are as follows: Only hotels that include the requisite on-site conference facilities described herein will be considered for award. The hotel/conference facility must be within 3 miles of City Hall in Philadelphia, PA Hotel accommodations: 27 hotel rooms on Monday night, 28 Feb 2011; 70 hotel rooms on Tuesday night, 01 Mar 2011; 70 hotel rooms on Wednesday night, 02 Mar 2011; 43 hotel rooms on Thursday night, 03 Mar 2011. Conference/meeting spaces for attendees: On 01 Mar, there will be 27 conference attendees; on both 02 and 03 Mar, there will be 100 conference attendees (30 of whom are local to the area). Conference/Meeting spaces required from 8:00 AM to 6:00 PM on 01, 02, and 03 Mar 2011 Meeting rooms: 01 Mar 2011, one (1) room to accommodate 27; 02 Mar 2011, one (1) meeting/dining room to accommodate 100, and three (3) break-out meeting rooms to accommodate 35 each; 03 Mar 2011, one (1) meeting/dining room to accommodate 100, and three (3) break-out meeting rooms to accommodate 35 each. All meeting rooms are required to be provided by the hotel with a laptop compatible projector, projection screen, laptop/projector compatible audio system, and podium with microphone. Food: On 02 and 03 Mar 2011, lunch shall be provided by the hotel to the 100 conference attendees in the large meeting/dining room Parking: The hotel must be able to provide parking for symposium attendees from the evening of 28 Feb 2011 through the morning of 04 Mar 2011. Although Parking will not be a priced line item under the prospective contract, the contractor is required to provide the parking rate for the parking service or facility to be utilized by the symposium attendees. The parking rate provided will be utilized for evaluation purposes based on the following estimate of parking spots required: 20 spots: 28 Feb 2011; 75 spots: 01 Mar and 02 Mar 2011; 32 spots: 03 Mar 2011. Based on the foregoing, the contractor shall price the following Contract Line Items (CLINs): CLIN 0001 Hotel Accommodations as specified above, Quantity of 210 rooms, unit price per room; CLIN 0002 Meeting Rooms as specified above, Quantity 1 lot, price per lot; CLIN 0003 Food as specified above, Quantity 1 lot, price per lot. The contractor shall also provide the parking rate per parking spot as detailed above. Quoters shall include a completed copy of 52.212-3 and its ALT I, as well as a completed copy of 252.212-7000 with their quotes. All clauses detailed herein shall be incorporated by reference in the order.
