- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified Vendors. Your response to the information requested will assist the Government in determining the appropriate acquisition method. If your company posses the requested services identified in this Notice submit a capability statement for consideration. Interested parties are expected to review this Notice to familiarize themselves with the requirements of this contract. A determination by the Government to make an a 8(a) direct or competitive award based upon the responses to this Notice is solely within the discretion of the Government. Background: The Defense Threat Reduction Agency (DTRA) Environmental, Safety and Occupational Health (ESOH) Office has a requirement for environmental support services. The Environmental, Safety, and Occupational Health Management System (ESOHMS) has been endorsed by DTRA's chief of Staff and is a DoD requirement. ESOHMS support is required to assist DTRA with the development of policy related documents and day to day operations. Purpose and Objectives: The contractor shall provide Environmental Program Management Support Services under this contract. This task listing is not all-inclusive and may be expanded upon during the life of the contract. General 1.1.1 Possess and maintain a Secret Clearance or interim secret clearance by the contract start date. 1.1.2 The contractor shall be on-site at the DTRA Headquarters during the performance under this contract. 1.1.3 Contractor personnel shall travel as requested to perform environmental support services during the contract period between New Mexico, Nevada, and Washington DC. Occasionally, travel may be required to locations yet to be determined including locations outside the continental United States. Environmental Program Management Support 1.1.4 The contractor shall provide an environmental program manager who will support the development and implementation of the DTRA Environmental, Safety, and Occupational Health Management System (ESOHMS). 1.1.5 The contractor shall provide expert-level environmental consultation services for DTRA by developing, reviewing, and commenting on various documents such as Notice of Intent, Record of Decision, Environmental Impact Statements, permit modifications, restoration work plans, progress reports, and health safety plans. The contractor shall provide written responses to comments submitted by members of the public, regulatory agencies, and congressional staff members on environmental documents. 1.1.6 The contractor shall be responsible for reviewing, applying, and providing written and oral reports regarding requirements of the Resources Conservation and Recovery Act, Comprehensive Environmental Response Compensation and Liability Act; National Environmental Policy Act; Clean Air Act; Clean Water Act; Safe Drinking Water Act; Emergency Planning and Community Right-to-Know Act; Toxic Substances Control Act; Solid Waste Management; Final Governing Standards, Executive Orders, Department of Defense (DOD) environmental security policy, directives and instruction as they are applicable to DTRA. 1.1.7 The contractor shall be responsible for developing and/or updating ESOH documents including instruction, directives, and Standard Operating Procedures (SOPs). 1.1.8 Participates in the development of policy in administrative areas by researching prior publications, regulations and recommending new polices and/or changes. 1.1.9 Prepares correspondence covering subjects of an administrative nature, both internal and external. 1.1.10 Reviews administrative program guidance, policies, and procedures from higher authority to determine effect on assigned mission. 1.1.11 Maintains records on office tasks. 1.1.12 Maintains a continual accumulation of all types of data for use in preparation of a variety of reports. 1.1.13 Provides assistance in developing statistical data and special reports, compiling/preparing drafts, and finalizing technical papers and/or similar instructional materials in support of program specialties. 1.1.14 Coordinates with staff administrative officer on personnel management matters and with other staff organizations on various administrative activities to obtain information for accomplishment of own assignments or to provide help to others. 1.1.15 Conducts environmental compliance inspections of DTRA operations. Capabilities : Interested parties should submit a tailored Capability Statement that demonstrates a clear understanding of all tasks specified above. Responses: Offerors possessing the requested capabilities to perform the Tasks stated are invited to provide information to contribute to this market survey/sources sought. Interested offerors should address within their electronic responses the following: 1. Company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned. 2. Current Environmental Service and equipment related contracts. 3. Ideas/recommendations for an acquisition strategy to satisfy the stated requirements (e.g. 8(a) set aside, other small business set aside, Full and Open Competition). Responses shall not exceed five (5) pages single sided pages including attachments, charts, etc. (single-spaced, 12 point font minimum) that clearly details the firms ability to perform the aspects of this notice. Please submit responses to this Sources Sought Notice electronically (via e-mail) to Shreena Lyons, Contract Specialist, at shreena.lyons@dtra.mil in MS Word or Adobe Portable Document Format (PDF) no later than 2:00PM (Eastern Standard Time) on February 8, 2011. The e-mail subject line must specify DTRA Environmental Support Services. Facsimile responses will not be accepted. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED.
