- Reference No.: NHLBI-CSB-(AR)-2011-064-CRS Title: Orthopedic Surgeon THIS IS A COMBINED SYNOPSIS / SOLICITATION NOTICE. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference solicitation number is: NHLBI-CSB-(AR)-2011-064-CRS This solicitation is issued as a request for quotation (RFQ). This acquisition is being conducted under the procedures in accordance with FAR 13.3 Simplified Acquisition Methods, and FAR Part 13.5. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-048. The total contracted dollar amount, including options will not exceed $5 million. The procurement is being conducted on a competitive basis, set aside for small business. The North American Classification System (NAICS) code applicable to this requirement is 621111 and the Size Standard is $10 Million. It is anticipated that a fixed price type contract will be awarded. The FOB terms are "Destination" and Net 30. Period of performance: The proposed period of performance for this requirement will consist of one twelve (12) month basic contract period (March 20, 2011 - March 19, 2012) and will include four (4) options to renew for a twelve month period per year. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation. NOTE: lack of registration in the CCR will make an offeror ineligible for award. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) requires the services of a Board Certified Orthopedic Surgeon. Background Information: The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is one of the nation's premier research institutions in the area of clinical research in rheumatic and other inflammatory and autoimmune diseases. With the unique characteristics and availability of the state of the art clinical research hospital, NIAMS now seeks to expand its clinical research into new areas, including musculoskeletal research. To initiate this effort, we currently seek a board certified orthopedic surgeon to establish and orthopedic outcomes research program. Objectives: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services and qualified personnel, not otherwise provided by the Government as needed to establish and maintain an orthopedic outcomes research program in collaboration with the National Institutes of Arthritis and Musculoskeletal and Skin Diseases. Scope: The NIAMS requires an academic leader in orthopedic surgery who has: 1) an outstanding reputation for basic and clinical research; 2) history of leading basic and clinical research teams at an academic medical center; 3) experience in epidemiology and outcomes research, and; 4) a record of productivity as demonstrated by publication in peer-reviewed journals and presentation of work at national and international meeting. In addition, the identified individual must be board certified in orthopedics and must be able to be credentialed to see patients with orthopedic problems in the NIH Clinical Research Center. The orthopedic surgeon will conduct clinical outcomes research in the Clinical Program of the NIAMS in the NIH Clinical Research Center. Responsibilities include: 1) Have adequate expertise and experience to establish a clinical outcomes program - a. Develop a mentoring committee to assist in identifying appropriate research topics b. Utilize existing databases to provide new insights into orthopedic outcomes c. Develop protocols to study subjects with orthopedic problems at the NIH clinical 2) Conduct meetings and interviews with other NIAMS researchers to identify areas of potential collaborations utilizing subjects enrolled in existing studies 3) Teach NIAMS fellows about orthopedic problems that relate to the practice of rheumatology. The contractor shall: a. Provide an outstanding leader in orthopedic surgery to lead the program, designated as Section Leader of Clinical Outcomes Research Program. b. Conduct innovative clinical outcomes research. This will be accomplished through collaborative research protocols with NIAMS investigators addressing questions in orthopedic outcomes. The interactions between NIAMS and contractor staff in caring out their collaborative activities will follow the academic model. c. Carry out a variety of studies. Initiate clinical research studies either independently or in collaboration with other NIH investigators. d. Achieve and maintain quality control of protocol implementation and data collection, including appropriate data management plans and procedures. Coordinate with the NIAMS and participating investigators in the use of the NIAMS clinical database and any other databases directed by protocol. e. Encourage other orthopedists and other medical specialists to develop working relationships with the researchers participating in the protocols. The purpose of this contract is to distribute as widely as possible the benefits of the orthopedic surgery outcomes innovations and techniques. The facilitation of such working relationships will be an important element in furthering that purpose. f. Establish a mentoring committee to provide guidance related to research activities. Clinical Research/Human Subjects: Clinical research activity will be conducted under the auspices of the National Institute of Arthritis, Musculoskeletal and Skin Diseases, and shall be subject to the review and approval of the NIAMS Board of Scientific Counselors and the NIAMS-NIDDK IRB. For research conducting outside of the NIH Clinical Center, Contractor's Institutional Review Board shall approve all clinical protocols prior to their being performed on human subjects and notice of this approval shall be provided to the Contracting Officer. Cost Considerations Cost/price is a selection factor. All evaluation factors other than cost/price, when combined, are significantly more important than cost/price, but not to the exclusion of consideration of cost or price. The closer offerors are determined to be in technical merit, the greater the importance of cost or price in making an award. If offerors' proposals are evaluated as technically comparable, then cost/price will become an important consideration. A best value determination will be made. Technical Evaluation Criteria: The Government intends to evaluate proposals and establish one contract without discussions. Therefore, the offeror's initial proposal should contain the best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary. The Government may reject any or all proposals if such action is in the public interest; accept an other than the lowest cost/priced proposal; and waive informalities and minor irregularities in proposals received. The contractor will have the following credentials: 1) Orthopedic surgical training in the US (10 points) 2) Board certification in orthopedic surgery (10 points) 3) Basic and clinical research training in orthopedic surgery (10 points) 4) Faculty experience at a US academic medical center (10 points) 5) Prior experience as an independent investigator (30 points) 6) Evidence of research productivity in basic and clinical research as evidenced by recent (within the past 5 years) peer-reviewed publications, reviews, and book chapters (30 points) FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008); FAR 52.212-2 Evaluation - Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (AUG 2009); FAR 212-4 Contract Terms and Conditions - Commercial Items (JUN 2010); FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (JUL 2010) is included with the following additional clauses: FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (OCT2003); and FAR 52.204-7, Central Contractor Registration (APR2008).
