Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure the Turboprop Engine Test Instrumentation (TPTI) system and associated Test Program Sets (TPS) in accordance with a Level III drawing package. TPTI is an aircraft engine test system with the purpose of intermediate level testing of aircraft T56 turboprop engines in either indoor or outdoor environments. The engine test systems perform diagnostic troubleshooting along with the functional capability to analyze signals from the engine and fault isolate to the component level. TPTI will be operated worldwide at U.S. Navy and Marine Corps Air Stations. The Navy owns the drawings and test software. The requirement will also include systems engineering, configuration management, obsolescence management and redesign, build-to-print fabrication of hardware, integration, testing, installation, checkout of the TPTI systems and TPSs, and calibration. The Government intends to award a Fixed-Price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for the procurement of one (1) pilot production Turboprop Test Instrumentation (TPTI) system; up to eleven (11) TPTI production units; two (2) pilot production Test Program Sets (TPS); up to two (2) TPS production units; technical and logistics data items; package, deliver and install of pilot production and production TPTI and TPS systems; Engineering Support Services; Technical Representative Support Services; travel for the Technical Representative Support Services; Integrated Logistics Support (ILS) Contractor Support; and T-19A Site Survey and Analysis. The guaranteed minimum for the contract is one (1) Pilot Production TPTI system; two (2) Pilot Production TPS; and package, deliver and install of pilot production TPTI and TPS systems. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business Opportunities" and then "Open Solicitations." Look for amendments to the solicitation on the NAVAIR webpage as well. The solicitation will be posted on the NAVAIR webpage on or about 16 December 2010. Hard copies of the solicitation and amendments will NOT be mailed to contractors. The applicable requirements documents will not be made available until after release of the solicitation. The Government will not accept proposals that are submitted via facsimile or electronically via e-mail.
