Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 6.302-1, the Government intends to award a sole source contract to support the Apache User's Conference, 3-7 April 2011 to Hard Rock Hotels, 207 5th Ave. San Diego, CA, 92101. Hard Rock Hotel has been identified as the only source that can satisfy the agency's needs within the required time. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated NAICS code is 721110 and the small business size standard is $7 Million. The Small Business Competitiveness Demonstration Program is not applicable. Requirement for support will be for 5 days from 03-07 April 2011 to accommodate an estimated 350-400 attending personnel, and includes meeting room rental, projection equipment (two screens), audio equipment, communications equipment, use of phones and additional phone lines, UHF wireless microphone (hand held), and refreshments/catering: Requirements for Support The hosting hotel shall provide the following items: a. Area set-up near hotel registration desk or conference facilities for pre-registration, 3 April 2011, 1500 - 1800. One table and two chairs. b. Conference (main meeting) room, 0600 - 1730 daily, 4 April - 7 April 2011, to accommodate 400 personnel with classroom style seating. Set-up will be evening of 3 April 2011. c. Additional meeting space: (1) One board room (office) for conference staff. (2) Two large break out rooms for groups of up to 50 expandable to 100 personnel. (3) Four smaller meeting rooms for groups up to 25 expandable to 50 personnel. (4) Meeting room for Military Professional session evening of Monday, 4 April 2011 with sufficient space to accommodate 350-400 personnel. d. Food and Beverage: (1) Morning and afternoon executive break or equivalent. Specifics detailed below. 4 April - 7 April 2011. The location will be inside the vendor area. (2) Professional Session. Evening of 4 April 2011. Details below. e. Display room, 0600-1730 daily, 4 April - 7 April 2011, to accommodate 25 tabletop displays. Hotel will have tables in place by 1200 on Sunday, 3 April 2011. f. Reservation Information: The hotel should have a group listing for Apache. All individuals will be responsible for making their own room reservations and are responsible for their own payment. g. Audio / Visual Equipment: (1) Screens: (two) - 10'x 10' or larger Tripod Screen for main conference room. (a) Preferably built in screens, 4 April - 7 April 2011. (b) Set up the evening of 3 April 2011. (Apache Project Office will provide all projectors and any computers needed for display information). (2) Microphone and 4-channel Mono mixer: (a) Location: Main Meeting Area (b) Set up the evening of 3 April 2011 (c) 4-channel Mono Mixer. (d) UHF Wireless Microphone (3), Hand Held (3) (3) Installation and set-up of Audio Equipment. (4) Two phone lines; one for the registration area and one in the boardroom or equivalent meeting space. (5) Speaker phone for boardroom or breakout room. (6) In house sound system. 3. Total cost for the contract: a. This shall include all food, beverage and meeting space, and all of the aforementioned equipment. b. Hotel rooms are not included within this dollar cap. c. The United States Government request Tax Exemption. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, as well as meet ALL the aforementioned requirements. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
