Description
USAID is supporting prevention efforts in the areas of behavior change communication, HIV testing and counseling, capacity building, male circumcision, alcohol, and gender as well as prevention for People Living with HIV/AIDS. These activities will target the general population as well as most-at-risk populations. A combination package for prevention is employed in Botswana. This is a set of interventions which, if implemented simultaneously with sufficient reach, intensity, and duration, has the potential to dramatically reduce further transmission of HIV in Botswana. The Government of Botswana (GOB) has made a commitment to achieving the goal of "Zero New Infections by 2016" and the Prevention Advisor will be charged with assisting the GOB in reaching the goals set out in the "National Operational Plan for Scaling up HIV Prevention in Botswana". The HIV Prevention Advisor, who will be based in Gaborone, Botswana, is recruited, hired, and funded by the United States Agency for International Development (USAID) Regional HIV-AIDS Program (RHAP) for Southern Africa (which is based in Pretoria, South Africa) through the President's Emergency Plan for AIDS Relief (Emergency Plan). Supervision of this position is assigned to the USAID Director in Botswana, and the incumbent will be a key player on the inter-Agency PEPFAR team. The HIV Prevention Advisor will be USAID/Botswana's leading technical expert in the area of behavior change and prevention of sexual transmission of HIV, working in close collaboration with other PEPFAR team members. The incumbent will be responsible for providing overall technical, activity and financial management of the prevention of sexual transmission component of USAID's PEPFAR portfolio. The HIV Prevention Advisor will also be responsible for providing technical expertise in cross-cutting approaches to HIV/AIDS prevention, including the involvement of civil society and communities. S/he will provide technical assistance, serve as project manager for a range of prevention activities/initiatives and serve as a resource person for the USG Botswana PEPFAR team. S/he will be responsible for coordinating prevention and policy issues with the GOB, the USG PEPFAR team, USAID other donors, and non-governmental organizations working in the area of HIV/AIDS. The incumbent shall provide specialized technical information to a wide variety of senior program and technical specialists in the area of prevention. As the HIV Prevention Advisor, the incumbent shall work on both implementation and as a subject matter specialist; serve as Agreement Officer's Technical Representative (AOTR) and activity manager for implementation and research agreements focused on prevention; monitor activities undertaken by implementing partners (IPs) implementing prevention programs/projects/activities, track progress against program descriptions, implementation plans, and work plans, assess progress and barriers to achievement, recommend action for improvement of modifications to address problems, and documents and highlights results; take the lead in program evaluation, monitoring and reporting; advocate and support continued research in the field of prevention through coordination with the GOB; participate on the National Prevention Technical Working Group and ensure that USAID activities are coordinated and integrated with national campaigns; represent USAID and present at international conferences, when appropriate; collaborate with other PEPFAR Technical Advisors to provide comprehensive guidance to IPs on the HIV/AIDS care and prevention services; and ensure the incorporation of prevention activities across program areas (Palliative Care, HIV Testing and Counseling, Gender, Male Circumcision, Capacity Building).
