Directions to Hill Aerospace Museum Industry Day Rules of Engagement Revised Draft MACC Statement of Work - 19 Jan 2011 THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATIONAL PURPOSES. THIS NOTICE ALSO ANNOUNCES AN UPCOMING INDUSTRY DAY FOR INTERESTED SOURCES, AND POSTS THE DRAFT STATEMENT OF WORK FOR REVIEW OF THE UPCOMING DESIGN BUILD MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL. Sources Sought The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals on a competitive Design Build Multiple Award Construction Contract (MACC) solicitation in support of Hill Air Force Base, Utah. Sources are being sought for this 100% competitive Small Business Set-Aside. IF ADEQUATE RESPONSES ARE NOT RECEIVED THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. The Design Build MACC contract will be a Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The work will consist of multiple disciplines in design and construction to include maintenance, repair, and alteration of real property, as well as new construction of facilities supported by Hill Air Force Base, Utah. Work performed will be within the North American Industry Classification System (NAICS) Code No. 236220 and the small business size standard of $33.5 Million. During the life of the contract projects will be identified as task orders and will be competed amongst those successful contractors who receive a basic contract under the Design Build MACC. The successful contractors will be required to furnish all labor, tools, materials, equipment, supervision, personnel, and all else necessary to complete each project. The majority of the work will be performed at Hill Air Force Base, Utah, but some projects require performance at Little Mountain, Utah and the Utah Test and Training Range (UTTR). The maximum contract amount expected for the five year multiple award IDIQ contract is $86 Million. Request interested firms respond to this notice and provide the following information: (a) Firm's Information [name, address, phone number, and CAGE Code]; (b) Status [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business, etc.]; (c) Capability Statement [interested contractors must demonstrate a history of relevant construction experience, to include design, with a primary focus on IDIQ type contracts and simultaneous performance of multiple projects at different locations and include a summary of relevant and recent (within the last three fiscal years) performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed)]; (d) Bonding Capability on individual projects and aggregate requirements; and (e) Percent of Work the firm can commit to accomplishing Design Build MACC projects in-house (no subcontractor) labor. Interested contractors must provide the above listed information to the point of contact listed herein. Information submitted shall be in sufficient detail to allow for government review of the firm's interest and capabilities. Responses shall be limited to six pages. The government reserves the right to establish this acquisition as a 100% Small Business Set-Aside based on the responses received. Once the determination has been made to either set-aside the acquisition or solicit on an unrestricted basis, it will be posted on this website. This notice does not obligate the government to award a contract, issue a solicitation, or pay for any proposal preparation costs. Industry Day Hill Air Force Base Contracting and Civil Engineering personnel will be hosting an Industry Day to discuss the upcoming MACC requirement. The government is interested in meeting with industry representatives to answer questions and receive feedback regarding this requirement to assist with acquisition planning and program strategy. Industry Day will be held on 22 Feb 2011 at 9:00 AM at the Hill Aerospace Museum Theatre, and will end at 4:00 PM. The morning session of Industry Day will include briefings and an open discussion, to include questions and answers. The afternoon session will be One-on-One meetings with interested contractors and government personnel. In the event the afternoon session on 22 Feb 2011 can't accommodate all One-on-One meetings, Industry Day will continue through 23 Feb 2011, beginning at 9:00 AM in the Hill Aerospace Museum Conference Room. Contractors will not require special base access, as the Hill Aerospace Museum is open to the public. Directions to the museum will be posted to this notice. Based on limited seating the government intends to limit the number of contractor representatives attending to no more than two individuals per firm. In order to attend Industry Day each firm must provide the following RSVP information, via email, to the Primary Point of Contact listed in this notice, Not Later Than 15 February 2011 : 1. Name of firm, address and CAGE code 2. Indicate status of company - Small Business or Large Business 3. Full name of individual(s) and contact information (phone number, email, etc) 4. Request for One-on-One Session with the government Recommended Rules of Engagement for Industry Day Rules will be posted to this notice.
