Description
Statement of Work This is a combined/solicitation Request for Quote for Professional technical, administrative and scientific support services, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAIDRFQ1122 and the solicitation is being issued as a Request for Quote. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-47). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The North American Industry Classification System (NIACS) Code for this acquisition is 541618 and the small-business size standard is $7.0 million dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intends to acquire services that provide expertise in strategic scientific support in order to address and achieve the following objectives as outlined in the Statement of Work (SOW). The services consist of the following requirements: (1) Organize and facilitate two (2) workshops, one in the EU (European Union) and one in U.S. with approximately 20 attendees per workshop, (2) Assist NIAID in identifying essential participants to attend above workshops, (3) Research and analyze specific obstacles created by EU rules and regulations (and specific member states as needed) to collaboration between NIH and research organizations subject to EU jurisdiction as directed by NIAID Working Group, (4) Provide administrative support - meeting facilitation, recording meeting summaries and action items - to an NIAID network, International Network for Strategic Initiatives for Global HIV Trials (INSIGHT) - that will utilize existing infrastructure to gather data on various foreign country and U.S. requirements on a subset of key clinical research topics; the data will be used to create a matrix to determine the most efficient approaches prior to conducting trials in various countries, (5) All other requirements outlined in the Statement of Work. Proposals will be evaluated based on the following: (1) Demonstrated ability and experience to interact and negotiate with multiple high level government officials and scientific or research foundations /organizations in the U.S. and abroad, (2) Demonstrated understanding of the laws, regulations, policies, and guidance of the U.S. Department of Health & Human Services (DHHS) and the EU analogous entity of the DHHS, (3) Demonstrated experience in oversight or operations of U.S. government funded multi-site research in domestic and international settings, (4) Experience in strategic planning and project management and (5) Ability and commitment to mobilize appropriate personnel within 21 days of the award, as this is an ongoing initiative rather than a new initiative. This is a firm fixed-price contract and the FOB terms shall be 'Destination', Bethesda, Maryland 20892. The Period of Performance will be for one base year (12 months) with two (2) option years to follow. FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 contract Terms and Conditions of Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 9:00 A.M. Eastern Daylight Time on Thursday, February 3, 2011.
