Description
In preparation for a future procurement, MARCORSYSCOM is seeking vendors capable of providing Aircraft Rescue Fire Fighting Trucks (ARFF). The Marine Corps is replacing the current fleet of A/S32-P19A Aircraft Crash & Structure Fire Fighting Trucks and is inviting vendors to participate in ARFF Industry briefings from February 22-24, 2011, to present their responses. This RFI is for planning purposes only and is not to be construed as a request for proposal or as an obligation on the part of the Government to conduct any follow-on acquisition. No entitlement to pay of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government use of such information. Proprietary information submitted in response to this synopsis will be protected when clearly identified as proprietary. Key Performance Parameters The Government anticipates the following to be KPPs: 6.0 System Capabilities Required All fire fighting and rescue efforts must be initiated within five minutes of notification of an incident. The firefighting apparatus must begin providing fire fighting and rescue operations within five minutes of notification on a designated and supported airfield from the ARFF facility. The P-19A Replacement must have a minimum of 1000 gallons of water and 130 gallons of foam concentrate on board and be able to deliver them at the rate of 750 GPM as prescribed in NAVAIR 00-80R-14. (threshold). The capacity may be reduced if the system employs technology that achieves an equivalent effectiveness at a lower amount (objective). 6.1 Key Performance Parameters (KPPs) 6.1.1 Force Protection (KPP) (a) Conventional. The P-19A Replacement is not required to be permanently hardened but must be configured to allow attachment of armor to protect the crew from the effects of conventional weapons and explosive hazards. The P-19A Replacement shall provide crew protection when supplemental armor is applied to defeat direct fire and IED threats. (b) Initial Nuclear Weapons Effects. The P-19A Replacement is not required to be hardened to survive the initial effects of nuclear weapons. (c) Chemical, Biological, Radiological and Nuclear (CBRN). The P-19A Replacement must be capable of operations in a CBRN contaminated environment. New technology chemical agent resistant coatings, more environmentally friendly and safe for daily use by Marines, must be used to protect this equipment and aid in its decontamination. The P-19A Replacement must be capable of being decontaminated without the use of corrosive chemicals. 6.1.2 Interoperability (a) The P-19A Replacement is not an information system; therefore no NR-KPP capabilities are documented. 6.1.3 Key Firefighting Capabilities (a) The P-19A Replacement vehicle must accommodate an internal minimum usable capacity of 1,000 gallons (gal.) (3,790 liters) of water and a minimum of 130 gal. (492 liters) of foam concentrate (threshold=objective). (b) The vehicle discharge system must be capable of discharging, from draft or from agent tanks: water; or water and foam; at a combined rate of 750 gpm, through available turrets (threshold). The rate of discharge may be reduced if the system employs technology that achieves an equivalent effectiveness at a lower rate (objective). (c) The P-19A Replacement must meet the minimum firefighting capability as outlined in the latest National Fire Protection Agency Standard 414 at time of manufacture. 6.1.4 Four Person Crew The P-19A Replacement vehicle cab must provide seating for a crew of four personnel and provide storage for all required protective clothing and equipment. (threshold = objective) 6.1.5 Acceleration The P-19A Replacement shall accelerate from 0 mph to 50 mph in 25 seconds or less, at maximum water load, without the armor kit installed on hard surface roads. (threshold = objective.) Ref: NFPA 414 6.1.6 Crew Compartment Environment The vehicle crew compartment must be fully enclosed, thermally insulated with a climate control system for operation in both summer and winter climates. The crew compartment must be acoustically sound proofed to maximum decibels of 85dBA. The crew compartment shall include non-reflective surfaces to minimize glare. (threshold = objective.) Ref: NFPA 414 Response Information: Firms possessing the capabilities to accomplish this requirement are invited to submit the following: company information to include the business size (large business, small business, 8(a) veteran owned small disadvantaged business, etc.); Statement of Capabilities; experience, to include familiarity with military needs and specifications; current GSA or DLA contract information if applicable; production capacities and the ability to meet the KPPs; rough estimated lead times; and Rough Order of Magnitude price. Responses to this RFI should be limited to 30 pages and e-mailed to renee.staton@usmc.mil no later than 5:00 P.M. EDT, Monday, February 14, 2011. No phone calls will be accepted. Briefing Information: Briefings may be presented in person or via teleconference. Your point of contact will be notified of your assigned briefing time by the Program Office no later than than Friday, February 18, 2011. Each briefing is to be no longer than 30 minutes in length, followed by a 15 minute Question & Answer period. Briefings should include information on your company ™s capabilities, experience, ability to meet the KPPs, and estimated lead times. It is not necessary to brief the entire response to the RFI. All briefings are to be submitted via e-mail to renee.staton@usmc.mil with their responses no later than 5:00 P.M. EDT, Monday, February 14, 2011. On the day of the briefing, the respondants will be responsible for providing eight (8) hard copies and two (2) soft copies of their response and brief. Due to space limitations, each respondant is only allowed up to four (4) briefers in attendance. Classification: UNCLASSIFIED
