Description
The Fleet and Industrial Supply Center Norfolk Contracting Department Detachment is seeking qualified vendors to provide postal mailing and meter capabilities for 89 existing mailing systems at 42 U.S. Navy and Marine Corps locations. Locations include FISC Jacksonville, FISC Norfolk, FISC Norfolk Naval District Washington, FISC Philadelphia, FISC Puget Sound, FISC San Diego, FISC Yokosuka, and USMC but the list has not been finalized. Current needs are being met through individual purchase orders and contracts for each location. The Government is intending to consolidate these requirements into a single, multiple award contract. Some equipment and meters are owned by the Government and some are currently being leased or in leased-to-own arrangements. The Government is intending to move away from a leasing/purchasing arrangement for the equipment towards a capabilities and capacity arrangement and seeks to replace all current equipment under the new requirements. Due to the postal meter requirement, the Government is trying to determine whether a limited competition acquisition between the five authorized postal meter vendors is required or if a full and open competition could be done. Contractor input is welcomed to help determine possible capability and capacity arrangements with regard to contract schedule structure, possible obstacles, and/or any of the uncertainties listed above. A draft Performance Work Statement is attached. The estimated total annual dollar value including all locations is $350,000. Estimated start date 01 October 2011. The North American Industrial Classification Code System (NAICS) is 561110. The Federal Supply Classification (FSC) for this requirement is R699.
