Description
Description: The U.S. Army Contracting Command, Rock Island Contracting Center is seeking possible sources capable of manufacturing the Cartridge, 40mm, M922 Dummy, NSN: 1310-01-369-4705. The M922 cartridge is completely inert and simulates a loaded round of 40MM HE ammunition in size, shape and weight used in the MK19 machine gun. This fixed round consists of a one-piece solid aluminum projectile body together with a copper rotating band. The cartridge case is crimped around the projectile body. There are four thru-holes drilled through the cartridge case to the high-pressure chamber for positive identification and linked together with the M16A2 link. The primer hole is filled with RTV (Room Temperature Vulcanization) sealant. Each MK 19 is allowed one 10-round belt, which is packed in an M2A1 metal box. These inert cartridges are used to check weapon function and for crew training. Specifications: The top level drawing and the Technical Data Package List (TDPL) (list of all components and drawing numbers) will be available upon request. The Top Level Drawing and TDPL for the 40mm M922 Dummy Cartridge are currently classified as Distribution X, which means they cannot be distributed via the Internet. Further, export is restricted by the Arms Export Control Act (Title 22, U.S.C. 2751 et seq) or the Export Administration Act of 1979, as amended, Title 50, U.S.C. App 2401 et seq. Dissemination shall be in accordance with the provisions of DoD Directive 5230.25. Violations of the aforementioned export laws are subject to severe criminal penalties. Distribution of the TDP is only authorized to U.S. agencies and private individuals or enterprises eligible to obtain export-controlled technical data in accordance with regulations implementing 10 U.S.C. 140c. A Military Critical Technical Data Agreement, DD Form 2345, certified by the Defense Logistics Services Center, Battle Creek, MI is required. Restricted technical data shall not be forwarded without express permission from the Government. For the purposes of responding to this Sources Sought/Market Survey only the Top Level Drawing and the TDPL (list of all components and drawing numbers) will be provided. In order to receive the Top Level Drawing and the TDPL (list of all components and drawing numbers), a copy of the executed DD Form 2345, along with the contractor's current CAGE code, complete mailing address, and the name/phone number of the individual who is to receive the TDPs is required to be submitted to Kelly Hansel, kelly.hansel@us.army.mil. The form and all applicable instructions can be obtained at the following website: www.dlis.dla.mil/jcp/. The Top Level Drawing and the TDPL (list of all components and drawing numbers) will be sent via U.S. mail unless the requestor provides a Federal Express account number and authorization to send the Top Level Drawing via that method. Within 14 days after responses are due, you are required to destroy the CD-ROMs containing the Top Level Drawing, and provide a completed certificate of destruction (to be enclosed with the Top Level Drawing) to kelly.hansel@us.army.mil, OR return the CD-ROM via mail to: Kelly Hansel RICC-AL Building 60 1 Rock Island Arsenal Rock Island, IL 61299-8000 Planned Acquisition: The Government's requirement is for a minimum of 5,000 up to a maximum of 50,000 cartridges, over a two year period (base year and one option year (FY11-FY12). The Government envisions one award. The contract types will be Firm Fixed Price (FFP). The NAICS Code for this announcement is 332993, Ammunition (Except Small Arms) Manufacturing. The applicable small business standard is 1,500 employees. Submission Information: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Interested companies should respond by providing the Government the following information: (1) Name of Company and CAGE Code; (2) Points of contact name, telephone number and E-mail addresses; (3) Company address; (4) Business size information; (5) DUNS number; (6) Identification of whether the company is interested in this opportunity as a prime or a subcontractor; (7) A brief summary of the company's capabilities (to include organizations, description of facilities, equipment, manufacturing process, inspection capability, skills, personnel); (8) A brief summary of possible partnering/teaming arrangements; and (9) A respondent to the survey must have a majority of the skills and facilities that are required to manufacture this item. If the respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. All potential producers interested in this opportunity must be registered in the Central Contractor Registration (CCR) Database. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these same criteria as the prime contractor. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intent to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government intends to utilize the information received only to develop acquisition strategy for future requirements.
