- Request for Proposals (RFP) No. 486-11-006 Mekong River Basin Climate Change Adaptation Project (MRB-CCAP), USAID/RDMA, Thailand The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from qualified organizations interested in providing the services as described in the attached solicitation. USAID plans to award a five-year Cost plus Fixed Fee (CPFF) completion type, cost reimbursement contract. You are strongly encouraged to submit any comments or questions concerning this RFP by no later than February 1, 2011. These should be directed to Mr. Patrick J. Wilson, Regional Contracting Officer and attention to Ms. Karittha Jenchiewchan, Acquisition Specialist and Mr. Matthew Cullinane, Acquisition Specialist, USAID/RDMA, Bangkok, Thailand by fax, (662) 257-3099, or e-mail. Mr. Wilson and Ms. Jenchiewchan, and Mr. Cullinane may be reached at the following e-mail addresses, respectively: pwilson@usaid.gov, kjenchiewchan@usaid.gov, and mcullinane@usaid.gov. The required closing date and time for receipt of proposals at the USAID/RDMA office in Bangkok, Thailand is 4:00 P.M. Bangkok local time on March 1, 2011. Point of required receipt is at USAID/RDMA, Bangkok, Thailand and not at USAID in Washington, D.C. or at any other location. Offerors should take account of the expected delivery time required by the proposal transmission method they choose, and are responsible to ensure that proposals are received at USAID/RDMA by the due date and time specified above. Faxed proposals are not acceptable. The normal method of transmission for proposals should be by international courier or by mail; proposals submitted via e-mail will also be accepted, but not to replace submission via regular mail or hand delivery method. (see Section L of the RFP). The purpose of this Contract is to implement MRB-CCAP, which addresses information and policy gaps to provide communities in the basin with the guidance and support they need to develop sustainable integrated adaptation plans, increasing the resilience of rural communities to the negative impacts of climate change. The Contractor is responsible for implementing the tasks described in the statement of work below. The impetus for this program stems from the critical importance of addressing the impacts of global climate change (GCC), and in particular how these will negatively impact rural poor and the ecologically sensitive areas of the Mekong River Basin.
