- NAICS Code: 541620The U.S. Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research for information purposes only. The intent is to identify potential small business sources (including 8(a), veteran-owned, service-disabled veteran-owned, HUBZone, disadvantaged, and woman-owned small business concerns) with the capacity and technical capability necessary to successfully perform under the requirement described below. The requirement is for ?Program Review and Tracking Support Services for the Office of Air Quality Planning and Standards (OAQPS),? which will support the mission of the Office of Air Quality Planning within the Office of Air and Radiation (OAR) of the Environmental Protection Agency. The Environmental Protection Agency is responsible for the implementation of Title I of the Clean Air Act (CAA) as well as requirements of other Titles associated with Title I. This responsibility includes the review, development, promulgation and implementation of the National Ambient Air Quality Standards (NAAQS), the National Emission Standards for Hazardous Air Pollutants (NESHAP), and the New Source Performance Standards (NSPS). The standards and policies developed under Title I, and the other provisions of the Act, are in support of State and local agencies to ensure all citizens breathe air that meets minimum health levels. The general types of support functions the Office of Air Quality Planning and Standards shall require with this procurement include: (1) investigations; (2) analyses; (3) data collection and operations; (4) development of regulatory guidance and procedures; (5) preparation of manuals, workshops, and training; (6) the use of techniques supporting findings and recommendations; (7) coordination and carrying out of peer reviews; (8) model development and refinement activities; (9) technical/ information transfer; and (10) coordination with other EPA offices and/or other Federal, State, Tribal, Regional and local programs to develop single or multimedia regulatory strategies and to address pollutant transport issues. This is a re-compete of an expiring Cost-Plus-Fixed-Fee (CPFF) contract, EP-D-06-001, that supports OAQPS currently. EPA anticipates awarding one CPFF contract to support this requirement with a 12-month base period and four (4) 12-month option periods. The North American Industry Classification System (NAIC) code for this procurement is 541620 -Environmental Consulting Services. The results of this Request for Information/Sources Sought notice will help EPA determine how it will satisfy this requirement. This is a Request for Information /sources sought notice for written information only. This notice is not a request for technical or cost proposals. EPA will not award a contract on the basis of this notice, nor reimburse the cost incurred by potential offerors who respond to this notice. The purpose of this notice is to invite all interested small business parties to submit a brief capability statement, for meeting the requirements in the draft Statement of Work. The Draft Statement of Work can be found, in its entirety, at the EPA website, http://www.epa.gov/oam/sources.htm Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, etc.). Capability statements must address technical competencies, and management/personnel experience relative to the key task areas of the attached draft Statement of Work.Interested parties should provide a concise capability statement, limiting the response to five (5) single sided pages. Capability statements should respond to all items requested in this notice. This sources sought notice will allow EPA to obtain general information on interested parties and the areas they may be qualified to support as well as areas of potential conflicts of interest. Standard brochures and paraphrasing of the Statement of Work will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements.
