Description
This is a Design-Bid-Build project that will expand the existing Zussman Military Operations in Urban Terrain (MOUT) training facility located at Fort Knox, KY. Primary facilities included in this project include: Range Operations Center, warehouse, two-story residential units with basements, single story residential units, three-story hotel, embassy facility, residential walls, mock airstrip, African shanty town village, camera towers, and all necessary supporting features and appurtenances. The estimated cost range for this project is $10M to $25M. This is an UNRESTRICTED procurement. NAICS code is 236220. Size limitation is $33.5M. The construction contract duration is approximately 480 days. This is a Single Phase, Design-Bid-Build, Tradeoff procurement process. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Potential offerors also are required to submit their technical and cost proposal for consideration by the Government. Evaluation criteria include: Prime Contractor Experience, Prime Contractor Past Performance, Past Performance on Utilization of Small Business, and Safety. A small business subcontracting plan is required for large businesses. The current goals for the Louisville District are: 33.0% to Small Business, 5.0% to Small Disadvantaged Business, 6.0% to Women-Owned Small Business, 10.0% for HUBZone Small Business, and 3.0% to Service-Disabled Veteran-Owned Small Business. The approximate issue date is 14 February 2011 and approximate closing date is 16 March 2011 at 2:00 pm Eastern Time. Project documents will be issued via the web only. Downloads are available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. Amendments will be available only through the FedBizOpps website. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.307(b), this project requires the HUBZone 10% price evaluation preference. Award of the construction contract is Subject to the Availability of Funds. All Offerors should be aware that construction funds may not be available for the contract award for up to 120 days from receipt of proposals. Further details will be issued with the solicitation. This announcement serves as the advance notice for this project.
