- AIR FORCE TOTAL OWNERSHIP COST (AFTOC) CONTINUITY BOOK This announcement constitutes a Sources Sought Synopsis/RFI for non-personal services. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. Submission of information will be reproduced and submitted to the 520 SMXS/MXDEC program offices for review and will be used to develop the acquisition strategy and possibly a Request for Proposal. 1. Purpose. Market Research is being conducted to seek qualified contractors with the skills, knowledge, and resources required to complete this effort. The Air Force Total Ownership Cost (AFTOC) Decision Support System provides Air Force decision makers with cost information on weapon systems and infrastructure costs. The following information is provided to identify potential providers with capabilities to provide services in support of 309 Software Support Group/520 SMXS/MXDEC, which require contractor support to develop and deliver a Continuity Book for the Air Force Total Ownership Cost (AFTOC). The contractor shall also provide a User's Guide for the Continuity Book. The contractor shall provide an electronic copy and two hard copies of a Project Report to the QAE towards the end of the contract period and within timeline stated in the approved Project Plan. The contractor shall also assist in identifying where additional research and development would be most beneficial to the program. Contractor requirement is to be prepared to deliver the Continuity Book by a specified date. 2. Background. The 309 SMXG/520 SMXS/MXDEC, are developing a Continuity Book required by the Air Force to support the development of the Air Force Total Ownership Cost (AFTOC). As part of this, the Continuity Book incorporates such items that are: containing the processes, organizing systems, study of organizing principles, study of research methods, area specific knowledge, and capture the dynamics of the current AFTOC Program processes. The analysts selected for the performance of this sector of work must have significant prior experience (10 years plus) with knowledge to capture and document this knowledge for continuity purposes. The contractor shall be required to conduct research to assess decision making processes that are required to respond to the dynamic environment of data and data systems within the AFTOC organization. 3. Program Overview. The contractor will be required to meet with key personnel to capture critical tasks, techniques, processes, organizing systems, study of organizing principles, study of research methods, and knowledge, and then assemble in an organized book that will depict the uses, organizing systems, study of organizing principles, study of research methods, processes and history of the AFTOC program. The Contractor shall provide an electronic copy and tow hard copies of a Project Report, in the form of a bound chronological ordered book, to the QAE towards the end of the contract period and within the set timeline stated in the approved Project Plan. At the end of the contract and within timeline stated in the approved Project Plan, the contractor will present findings on this effort at SAF/FMCCA in Arlington VA, to the AFTOC Program Office and the prime contractor. 4. Information for Interested parties The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to develop and deliver a Continuity Book for the Air Force Total Ownership Cost (AFTOC) with a User's Guide that is compatible with AFTOC at Hill AFB. Contractor must not only have IT and programming skills, but most importantly have functional knowledge and expertise on the meaning and purpose of data that is imported and published. The Continuity Book and all related reports must be developed and delivered within a set amount of time. Timeline for the RFQ is in process but is not completed for this effort and there is no availability date for a draft RFQ. The Air Force Total Ownership Cost (AFTOC) Continuity Book shall be produced at the contractor's facility. During initial reports and development, limited access to the AFTOC system will be provided consisting of up to. Visits shall be scheduled and approved with the government assigned Project Officer at Hill AFB. The Contractor shall be required to travel to Hill AFB in accordance with (IAW) the Federal Travel Regulations (FTR), during the performance of this contract. This travel will be to perform data gathering, containing the processes, organizing systems, study of organizing principles, study of research methods, area specific knowledge, and capture the dynamics of the current AFTOC Program processes. 5.
