SPECIAL NOTICEPOSTED DATE: 1/25/2011SUBJECT:INTENT TO SOLE SOURCEThis announcement constitutes the only notice.This is not a request for quotes.Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services (CGS) intends to issue a sole source, firm-fixed price order to: TELONICS INC932 E IMPALA AVEMESA AZ 85204-6699 FOR :Argos Equipped GPS Radio-Collars (Wolf Study) required for the collection of location data and monitoring of wolves on the Alaska Peninsual and Becharof National Wildlife Refuge to meet current study objectives. These collars are needed for deployment during February - March in order to meet study objectives. Estimated cost for 10 Argos equipped GPS radio-collars including shipping is $28,230.00. ON:02/01/2011 NAICS:334220Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval13.106(b) Soliciting from a single source Determination not to compete this proposed procurement were made because:Telonics Inc GPS radio-collars are currently deployed on wolves on the the Alaska Peninsula. The purchase of TGW-4580H collars from Telonics Inc will facilitate use of currently owned (i.e. previously purchased) and operated data download systems. Data download systems currently being used are set up for TGW-4580H collars and use of other sources would necessitate the redevelopment of data download contracts, re-development of ARGOS use system agreeements and currently deployed, us of Telonics Inc collars would also maintain consistency in data collections, an extremely important component of wildlife studies and facilitates comparsions of data. No other vendor can provide the required TGW-4580H collars which meet these requirements. In addition Telonics Inc is the only source found that uses a completely encased transmitter design which has proven to be more durable for carnivores than other designs (i.e. separated transmitter casing which is not molded to the collar).
