Description

BARDA wishes to subscribe to one or more commercial off-the-shelf (COTS) competitive informational databases to obtain reports on specific pharmaceutical and biotechnology companies and their products, to conduct market research prior to preparing new funding initiatives, to identify potential products at all stages of development (including discovery and pre-clinical work), and to identify gaps and opportunities for future research and advanced development programs. It is likely that at a later date, BARDA will request (for a fee) that its own data pertaining to specific companies be hosted by the database supplier in a confidential manner or that information from the commercial database be provided in a format that can be uploaded into BARDA's own in-house database. Commercial databases will be evaluated as to how well they meet BARDA's needs on the basis of information provided by Offerors in the form of a capability statement and quote (not to exceed a total of 15 pages) that address the following requirements:
