- Description
- The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition. The TAC intends to award a sole source Firm-Fixed-Priced contract to Advanced Systems, Inc. (ASI), 8260 Willow Oaks Corporate Drive, Fairfax, Virginia 22030 for support services for VA's Office of Information and Technology (OIT) MHV Program Management Office (PMO). ASI will provide an efficient and fully-staffed MHV Help Desk to optimize the experience of all users of the National MHV eHealth portal and the Pilot website. The role of the MHV Help Desk is to identify and resolve all MHV application trouble issues through three-tiered services and advise the MHV Program Management Office in implementing application enhancements. The MHV Help Desk plays a major role in discovering and reporting issues, problems, and concerns occurring with the MHV applications, reporting trends discovered through responding to inquiries, advising on implementation of new functionality upon release, and on-going script development for recurring inquiries. The North American Industrial Classification (NAICS) for this effort is 541519. The anticipated dollar value of the proposed Firm-Fixed-Price acquisition is $730,575.55 for a twelve month base period of performance. Pursuant to authority 41 U.S.C. 253 (c) (5), 38 U.S.C. 8127(c), and Veterans Affairs Acquisition Regulations (VAAR) 819.7007, Service-disabled veteran-owned small business set-a-side procedures, the Contracting Officer can award contracts on a sole source basis to a Service Disabled Veteran Owned Small Business( SDVOSB) under the Veterans First Program if the Contracting Officer has a reasonable expectation that the contractor is a responsible source and contract award can be made at a fair and reasonable price that offers best value to the Government.
