- Princeton Plasma Physics Laboratory (PPPL), a federally funded research and development center operated by Princeton Univesrity under contract to the U.S. Department of Energy (DOE) is seeking a state of the art Tier II (mid-range) or Tier III (SaaS) ERP solution and related capabilities, along with professional services, provided by a qualified offeror. Professional services must include project management of the offeror’s implementation resources, solution implementation, data migration, process transition, training, change management, and ongoing solution support. Offerors may propose installed in-house software, subscriptions to Software as a Service (SaaS), or a combination thereof. The selected offeror’s solution and services must provide services for the following administrative and operational areas of PPPL: (1)Budget Office - consisting of Budget Formulation and Execution, Outyear Planning, and Indirect Cost Allocation; (2) Accounting - consisting of General Accounting, Cost Distribution, Payroll, Petty Cash, Accounts Payable, Miscellaneous Payments, Purchase Card Administration, Travel Expenses, Accounts Receivable and Asset Accounting; (3) Procurement - consisting of supplier functions (including just-in-time basic purchase agreements), requisitioning, purchase cards, regular purchase orders, blanket purchase agreements, term agreements, subcontracts, and temporary subcontract labor and expediter functions; (4) Facilities and Site Services Material Services - consisting of Stockroom and Inventory Control, Asset and Property Management, Receiving, Shipping and other warehouse functional areas; (5) Facilities and Site Services Maintenance – consisting of work order tracking; (6) Quality Assurance -consisting of notification of quality requirements in procurement documents and tracking of regular purchase orders, blanket purchase agreements, and subcontracts that have quality assurance requirements; (7) Best Practices – consisting of Key Performance Indicators, Metrics, Action Tracking Follow-up, and applicable Document Management; and (8) Project Management - Consisting of project planning, budgeting, resource allocation, and project reporting. Proposed in-house ERP solutions should run on PPPL’s current supported technology stack, which is Windows/IIS/SQL Server/.NET; PPPL does have limited support for LAMP (Linux/Apache/MySQL/PHP), but the preference would be the former. This is not a request for proposals (RFP).
